PUBLIC HEARING: ORDINANCE CONCERNING THE VACATION OF A PORTION OF <br /> THE EAST-WEST ALLEY KNOWN AS 12TH AVENUE BETWEEN WILLAMETTE AND OLIVE <br /> STREETS (EUGENE CLINIC) (AV 90-2) <br /> City Manager Mike Gleason introduced the topic. Jim Croteau, Planning and <br /> Development, reported that the proposed vacation of between five and seven <br /> feet of the western half of the east-west alley known as 12th Avenue is <br /> directly south and adjacent to the Eugene Clinic. The vacation would allow <br /> the clinic to add an elevator tower and covered entry. The clinic has <br /> submitted a revised parking plan and additional right-of-way dedication to <br /> continue to facilitate vehicular access in this area. <br /> e Ms. Bascom urged caution in order not to compromise the east-west bicycle <br /> corridor in the area. Mr. Croteau responded that the area to be vacated is <br /> part of the existing accessway, but continued ease of access for bicyclists <br /> and pedestrians has been considered carefully. He added that the slight jog <br /> in the bikeway's alignment proposed by the vacation request would in fact <br /> move bicyclists away from the side entrance to the clinic and would allow <br /> improved maneuverability. <br /> Mayor Miller opened the public hearing. <br /> Jim Saul, III West 7th Avenue, spoke on behalf of the applicant. He noted <br /> that the request is for vacation of the space immediately adjacent to the <br /> bUilding and the clinic is proposing dedication of an additional 27 feet as <br /> right-of-way in exchange. Mr. Saul assured councilors that no compromise of <br /> east-west bicycle movement would occur. By shifting the traveled area <br /> slightly to the south, bicycle crossover from the existing bicycle lane on <br /> 12th Avenue will be more direct. <br /> There being no further requests to speak, Mayor Miller closed the public <br /> hearing. <br /> CB 4234--An ordinance vacating between five and seven feet of <br /> the western half of the east-west alley known as 12th <br /> Avenue, for a distance of 177.96 feet. <br /> e <br /> MINUTES--Eugene City Council July 9, 1990 Page 3 <br />
