<br /> ---- <br /> e zens the ability to initiate minor plan amendments at any time; 2) assuming <br /> no other jurisdictions are drastically affected, requiring only one jurisdic- <br /> tion to approve a minor plan amendment; 3) mandating joint public hearings <br /> for major plan amendments at the Planning Commission and City Council/Board <br /> of Commissioners level; 4) requiring on-the-record hearings at the elected- <br /> official level to force an early and complete submission of evidence at the <br /> Planning Commission level; 5) reducing the criteria needed for a plan amend- <br /> ment to be consistent with Statewide Planning Goals and internal consistency <br /> with the unchanged plans; and 6) eliminating MAPAC from the process. <br /> Mr. Darnielle said that staff and three planning commissions recommend adop- <br /> tion of the ordinances. <br /> Mr. Darnielle indicated that one piece of written correspondence was submit- <br /> ted from Charles Fadeley, representing the Lane Electric Cooperative, Inc. <br /> and Blachly-Lane Electric Cooperative, Inc.; copies of the letter were dis- <br /> tributed to each official. <br /> Mr. Darnielle informed County officials that the emergency clause contained <br /> within Ordinance PA 985 which replaces the Metropolitan Area Planning Adviso- <br /> ry Committee (MAPAC) with the Joint Planning Commission Committee (JPCC) has <br /> been deleted. <br /> Commissioner Rogers opened the public hearing for all ordinances. <br /> There being no requests to speak, Commissioner Rogers closed the public hear- <br /> e ing. <br /> Mayor Morrisette indicated the the Springfield City Council would be having <br /> its first reading of its proposed ordinances on November 5, 1990, and could <br /> not take official action tonight. <br /> Actions <br /> A. Eugene City Council and Lane County Board of Commissioners' action <br /> on amendments to the Metropolitan General Area Plan to revise <br /> Section K of Chapter III to replace the Metropolitan Area Planning <br /> Advisory Committee with the Joint Planning Commission Committee. <br /> Ms. Ehrman asked about the fees associated with initiating a minor plan <br /> amendment. In response, Mr. Darnielle said the fees have remained unchanged <br /> at $650 and noted that the Planning Directors will most likely recommend fee <br /> adjustments at a later time. <br /> Ms. Bascom asked Mr. Darnielle whether he anticipates that there will be any <br /> difficulties in distinguishing between minor and major plan amendments.
