CONSIDERATION OF NAACP FUNDING REQUEST

Mr. Green explained that Planning Commissioner Greg Evans, on behalf of the
Oregon/Washington NAACP, had requested $2,478 in City funds to support the
attendance of three City officials at the 1991 NAACP Western Regional Confer-
ence in Sacramento for the purpose of seeking a commitment from the NAACP to
e hold the 1993 Western Regional Conference in Eugene.

Mr. Green said this was a unique opportunity for Eugene to enhance its repu-
tation as a progressive city and would bring in additional room tax moneys.

Greg Rikhoff, Intergovernmental Relations, said the requested funds would
help send the Mayor, Councilor Green, and Mr. Evans to Sacramento for the
three-day NAACP conference. He said the Mayor had made his own transporta-
tion plans which reduced the amount of funds needed.

Mr. Green said this was a one-time funding request. He said that if the
NAACP agreed to hold its 1993 Western Regional Conference in Eugene, its only
additional request might be for conference rates on the Hult Center.

Mr. Green said any other councilors who wished to go were welcome to attend
the 1991 NAACP conference in Sacramento.

In response to a question from Mr. Robinette, Mr. Green said the requested
funding would come from the City's contingency fund. Mayor Miller pointed
out that the Eugene Springfield Convention & Visitors Bureau (ESCVB) had
supported and endorsed the proposal to hold the conference in Eugene.

In response to a question from Mr. MacDonald, Mr. Green there was a
90-percent chance that the NAACP would decide to hold its 1993 Western Re-
gional Conference in Eugene. He said there was some chance the 1992 confer-

e

MINUTES--Eugene City Council

April 8, 1991

Page 1
