ORDINANCE: METROPOLITAN AREA GENERAL PLAN AMENDMENTS REGARDING BLUE <br />WATER BOATS <br /> <br />City Manager Mike Gleason introduced the topic and said staff was available <br />to answer questions. <br /> <br />CB 4305--An ordinance amending the Eugene-Springfield Metro- <br />politan Area General Plan to enlarge the urban growth <br />boundary of the City of Springfield by adding Tax <br />lots 401, 402, 403, and 405--Assessor's Map 17-02-8; <br />applying new land use designations to the property; <br />amending the text of the plan; and adopting a savings <br />and severability clause. <br /> <br />Mr. Boles moved, seconded by Ms. Ehrman, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. <br /> <br />Mr. MacDonald recognized that the Blue Water Boats expansion would make a <br />significant economic impact on Springfield, but said that he would be voting <br />against the proposal because of the negative impact on natural resource val- <br />ues in the surrounding area. He also said that the limited nature of boat <br />testing would not justify expanding the urban growth boundary. <br /> <br />Ms. Ehrman said that she would be voting against the proposal because the <br />applicant has not justified the need for an urban growth boundary expansion. <br />She also noted that there are no assurances that Blue Water Boats would re- <br />main on that site and pointed out that once the zoning designation was <br />changed, it would be difficult to change. <br /> <br />Ms. Bascom voiced support for the proposal and noted that the three planning <br />commissions, the Springfield City Council, and the lane County Board of Com- <br />missioners had already approved the plan. <br /> <br />Mr. Nicholson noted that he has had an ex parte contact with Eugene Planning <br />Commissioner Ken Tollenaar over issues already contained in the record. He <br />echoed Mr. MacDonald's concerns. <br /> <br />Mr. Boles said that he has had an ex parte contact with Eugene Planning Com- <br />missioner Greg Evans; the conversation would not affect his ability to make <br />an impartial decision. He agreed with Ms. Ehrman that the applicant has <br />failed to justify the need for an urban growth boundary expansion and indi- <br />cated that there was adequate industrial land within the urban growth bounda- <br />ry when the applicant purchased this land. <br /> <br />MINUTES--Eugene City Council <br /> <br />May 13, 1991 <br /> <br />Page 3 <br />
