Opposition to the Sanitation Franchise <br /> Mr. Green noted that he has received many calls from citizens inside and' <br /> outside the city limits who are opposed to the sanitation franchise discus- <br /> sions that are taking place currently. Mr. MacDonald said that he has also <br /> heard negative reactions from citizens. <br /> Mr. Nicholson said that the council is scheduled to hold a work session on <br /> the topic on September 23 and indicated that he has requested additional <br /> information from staff. Mr. Gleason said that the type of analysis that Mr. <br /> Nicholson is requesting is extensive; the City does not currently have the <br /> staff resources necessary to conduct that detailed an analysis. The council <br /> will need to discuss this issue at its work session. <br /> E. Prohibition on Glass Containers in Local Parks <br /> Mr. MacDonald said that he recently received a complaint from a constituent <br /> whose son was ticketed for having a glass container in Alton Baker Park. The <br /> bail was set at $150, with an even greater potential fine. Mr. MacDonald <br /> said that while the original intent of the ordinance was to ,regulate alcohol <br /> in public parks, the fine for such a violation seems excessive and asked <br /> whether the council might be interested in revisiting the ordinance. He also <br /> noted that many nonalcoholic foods are packaged in glass containers and sug- <br /> gested that the council consider placing recycling barrels in the parks to <br /> assist with the City's recycling efforts. <br />e Staff agreed to review the ordinance and provide the council with a report <br /> and staff recommendation about what action, if .any, should be taken on the <br /> issue. <br /> F. Local Cable Access <br /> Referring to a recent article in The Register-Guard, Mr. MacDonald voiced <br /> concern that Channel 11, local cable access, is not very visible within the <br /> community. He said that the author of the article suggested that the newspa- <br /> per begin publishing local cable programming in its weekly television guide <br /> and suggested that the council send a letter to Managing Editor Patrick Yack <br /> requesting him to do so. <br /> By consensus, the council approved Mr. MacDonald's suggestion and requested <br /> that staff draft such a letter. <br /> G. University of Oregon's Housing Innovation and Energy Efficient <br /> Housing Program <br /> Ms. Bascom reported that the University's Housing Innovation Program has <br /> submitted site plans for six units of new housing on Villard Street.
