Roll call vote; the <br /> motion carried unanimously, 7:0. <br /> II. ORDINANCE CONCERNING DOG LICENSING FEES <br /> Acting Assistant City Manager Linda Norris introduced the topic. She said <br /> that the ordinance would remove dog licensing fees from the code and provide <br /> that they be established by administrative order of the City Manager. Darcy <br /> Marentette, City Manager's Office, was available to answer Questions. <br /> Mr. Nicholson said that he is disturbed by the recent trend of designating <br /> more administrative functions to the City Manager. He felt that it is appro- <br /> priate for the council to periodically review fees of this magnitude, partic- <br /> ularly in light of the number of citizens whom the ordinance will affect. <br />e Mr. Boles asked that this issue be flagged for discussion at the next process <br /> session. <br /> CB 4332--An ordinance concerning dog license fees; amending <br /> Section 4.395 of the Eugene Code, 1971; and declaring <br /> an emergency. <br /> Mr. Rutan moved, seconded by Mr. Boles, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion carried unanimously, <br /> 7:0. <br /> Council Bill 4332 was read the second time by number only. <br /> Mr. Rutan moved, seconded by Mr. Boles, that the bill be ap- <br /> proved and given final passage. <br /> Responding to a question from Mr. MacDonald, Ms. Norris said that the ration- <br /> ale behind increasing the dog licensing fees was to encourage citizens to <br /> have their dogs spayed or neutered by levying a higher fee to license <br /> unspayed or unneutered dogs. <br />e MINUTES--Eugene City Council September 23, 1991 Page 2 <br /> , <br />
