Hale Thompson <br /> Mr. Robinette noted that Hale Thompson passed away last week. He said that <br /> Mr. Thompson contributed much to this community and was an inspiration to <br /> many. <br /> II. OREGON CITIZENS ALLIANCE INITIATIVE PETITION ON SEXUAL ORIENTATION <br /> Mr. Rikhoff, Intergovernmental Relations Division, gave background informa- <br /> "tion on the Oregon Citizen.'s All iance. initiatfve petition and said both ~he <br /> Human Rights Commission and the Public Safety Advisory Committee have" asked <br /> the City Council to oppose the initiative. <br /> Mr. MacDonald spoke in support of the suggestion and urged the council to <br /> ':'e formally oppose the petition. He announced a press conference at 1:30 p.m. <br /> , . to be held in the council chamber following the council meeting. <br /> Mr. Rutan moved, seconded by Mr. Boles, to oppose the Oregon <br /> Citizens Alliance initiative on sexual orientation. The mo- <br /> tion passed unanimously. <br /> III. EWEB HYDROELECTRIC FACILITIES RELICENSING <br /> Eugene Water & Electric Board (EWEB) General Manager Randy Berggren said EWEB <br /> is in the process of applying for new Federal licenses to continue operating <br /> the Leaburg and Walterville hydroelectric facilities. The final license <br /> application must be submitted to the Federal Energy Regulatory Commission by <br /> December 31, 1991. Mr. Berggren and EWEB Relicensing Project Manager Gale <br /> Banry briefed the council on the draft relicense application, which has been <br /> the subject of public meetings and review by various local, State, and Feder- <br /> al resource agencies. The draft application contains recommendations for <br /> process changes and recreation enhancements. <br /> Mr. Boles wondered if there was any forecast on what proportion of the area's <br /> energy needs EWEB will be able to provide. Mr. Berggren said that the cur- <br /> rent proportion was 30:70 percent, with the major portion being provided by <br /> Bonnev ill e.
