Limits on Cable Television <br /> Mr. MacDonald called attention to an article in today's The Register-Guard <br /> regarding proposed legislation to limit cable television and recommended <br /> supporting it. The matter was deferred to the Intergovernmental Relations <br /> Committee. <br /> E. Poverty Article in Nation City's Weekly <br /> Mr. MacDonald called attention to the article "Poverty In U.S. . . ." noting <br /> that Europe is four times more effective in fighting poverty than the United <br /> States. He submitted the article for inclusion in councilor packets next <br /> week. <br /> F. Enrollment in Soccer League <br /> Mr. Nicholson said he contributed to a fund to enroll the Chicano Affairs <br /> Center soccer team in the soccer league only to find that the program was <br /> filled by the time they applied. He said under the current system there is <br /> only two days for Eugene teams to enroll and then two days of open registra- <br /> tion. He said this system made it possible for an out-of-town team to bump a <br /> Eugene team from the park's program. The matter was referred to staff for a <br /> response. <br /> G. Ban on Use of City Park <br /> e Mr. Nicholson said a constituent had complained about arrests for ignoring <br /> the ban on use of some parks due to fire danger. He stated he supported the <br /> ban but the constituent pointed out that a representative from the City's <br /> PARCS Department had been quoted in the previous day's Daily Emerald that the <br /> ban would not be enforced. <br /> City Manager Mike Gleason said the ban is being strictly enforced and he will <br /> investigate the reported complaint. <br /> H. State Emergency Housing Account <br /> A draft of the proposal for the State Emergency Housing Account was distrib- <br /> uted prior to the meeting and it will be discussed by council at its work <br /> session on October 23. <br /> 1.
