CONSENT CALENDAR <br /> A. Approval of City Council Minutes of September 11, 1991, Lunch Work <br /> Session; September 18, 1991, Lunch Work Session; and September 23, <br /> 1991, Dinner Work Session <br /> e Mr. Rutan moved, seconded by Mr. Boles, to approve the item on <br /> the consent calendar. <br /> Mr. Nicholson asked that the minutes of September 23, 1991, dinner work ses- <br /> sion, be withdrawn from the consent calendar. Mr. Nicholson agreed to work <br /> with staff on his amendment to those minutes. <br /> Roll call vote; the motion passed unanimously. <br /> II. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY GENERALLY <br /> LOCATED IN THE RIVER ROAD AREA ON THE NORTH SIDE OF ELKAY DRIVE, EAST <br /> OF FAIRWAY DRIVE, SOUTH OF MARION LANE (AZ 91-9) <br /> City Manager Mike Gleason introduced the topic. Carol Heinkel, Planning and <br /> Development Department, summarized the code criteria applicable to annexation <br /> and zone change. This is a property owner-initiated request involving a <br /> 1/2-acre parcel in the River Road area. If the annexation request is ap- <br /> proved, the property owners plan to build a single-family dwelling unit on <br /> the lot. The Planning Commission held a public hearing on the request and <br /> recommended approval and rezoning to RA Suburban Residential. <br /> Mayor Miller opened the public hearing.
