PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY GENERALLY <br /> LOCATED IN THE BETHEL-DANEBO AREA ON THE CORNER OF BARGER DRIVE AND <br /> e TERRY STREET IN WEST EUGENE (AZ 91-10) <br /> Carol Heinkel, Planning and Development, said the code criteria read earlier <br /> was applicable to this request. This is a property owner-initiated request <br /> involving an approximately 60-acre parcel in the Bethel-Danebo area in west <br /> Eugene. If the annexation request is approved, the property owners plan to <br /> develop the property with a 250-unit, manufactured home clustered subdivi- <br /> sion. The Planning Commission held a public hearing on the request and rec- <br /> ommended approval. At the public hearing, neutral testimony included con- <br /> cerns about traffic safety issues along Barger Drive; staff responded that <br /> the City would extend Terry Street to connect Barger Drive with Royal Avenue <br /> to the south. She said Public Works staff was present to answer questions. <br /> The Planning Commission also recommended approval for rezoning to R-1 Low <br /> Density Residential. <br /> Mr. Green asked about the portion of Terry Street owned by Lane County. Ms. <br /> Heinkel explained that a small stretch of what would be Terry Street, if it <br /> were extended, has not been annexed to the city. She said she understood <br /> that Public Works staff had not had conversations with Lane County about <br /> extending Terry Street. <br /> Responding to a question from Ms. Bascom, Dave Reinhard, Public Works, said <br /> that the existing portions of Terry Street have been designed so that bike <br /> lanes could be added. He said the existing Terry Street is half of an even- <br /> tual 46-foot-wide minor arterial street, including three lanes (one traveling <br /> e MINUTES--Eugene City Council October 28, 1991 Page 2 <br />
