e Mayor Miller opened the public hearing. There being no requests to speak, the public hearing was closed. CB 4343--An ordinance adopting a Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 1991, and ending June 30, 1992; and declaring an emergency. Mr. Rutan moved, seconded by Mr. Boles, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Responding to a question from Ms. Bascom, Mr. Mounts said he would provide information about the FY91 Patron User Fee at the December 4 meeting. Mr. MacDonald asked staff for a follow-up report on the Amazon Channel clean- up project, particularly on the southern portion of the channel, and on how the clean-up project affects the west Eugene wetlands study. Roll call vote; the motion passed unanimously, 8:0. Council Bill 4343 was read the second time by number only. Mr. Rutan moved, seconded by Mr. Boles, that the bill be ap- proved and given final passage. Roll call vote; all council- e ors present voting aye, the bill was declared passed and be- came Ordinance 19811. V. RESOLUTION CONCERNING BALLOT MEASURE 5 FEE CLASSIFICATIONS City Manager Mike Gleason introduced the topic. David Biedermann, Adminis- trative Services Department (ASD), presented the staff report. He said the resolution would complete the final step in the implementation of Ballot Measure 5 regarding the classification of certain fees and charges of the City already existing. Res. No. 4292--A resolution classifying certain fees, charges, and bonded indebtedness of the City as exempt from or not subject to the limits of Article XI, Section lIb of the Oregon Constitution (Measure 5). Mr. Rutan moved, seconded by, Mr. Boles, to adopt the resolu- tion. Roll call vote; the motion was passed unanimously, 8:0.
