e M I NUT E S Eugene City Council McNutt Room--City Hall Apri 1 20, 1992 5:30 p.m. PRESENT: Shawn Boles, Ruth Bascom, Randy MacDonald, Roger Rutan, Kaye Robinette, Paul Nicholson, Bobby Green, Debra Ehrman (5:45). The special meeting of the Eugene City Council was called to order by His Honor Mayor Jeff Miller. I. FIESTA LATINA CINCO DE MAYO FUNDING REQUEST e Mr. Boles directed attention to the staff analysis of the funding request from Fiesta Latina for a street fair celebrating Cinco De Mayo. Mr. Boles moved, seconded by Mr. Green, that the City Council authorize funding in the amount of $915 to support a street fair celebration of Cinco De Mayo. Mr. Robinette clarified that this is a one-time request and is appropriate to be supported through contingency funding. The motion passed unanimously (7:0). Ms. Ehrman arrived (5:45 p.m.). II. WORK SESSION: EUGENE DECISIONS--DEVELOPMENT OF DETAILED STRATEGIES Mayor Miller allowed Tony Mounts, Financial Management Services Director, to facilitate the meeting. Mr. Mounts stated that there are 30 components that have neither been included nor excluded from council discussion to date. These components are listed according to their financial impact. Mr. MacDonald brought up the strategic value of developing a third option, in addition to strategies A and B. Mayor Miller said that a combination of the two strategies would be beneficial. Mr. Boles said that one strategy offers across-the-board budget reductions and the other consists of efficiency strategies. Mr. MacDonald concluded that it would be more effective to provide two strategies to the public. Mr. Mounts said that items in the "excluded" category consist of items that the council does not wish to discuss further at this stage in the process.
