<br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />McNutt Room--City Hall <br /> <br />Apri 1 20, 1992 <br />5:30 p.m. <br /> <br />PRESENT: Shawn Boles, Ruth Bascom, Randy MacDonald, Roger Rutan, Kaye <br />Robinette, Paul Nicholson, Bobby Green, Debra Ehrman (5:45). <br /> <br />The special meeting of the Eugene City Council was called to order by His <br />Honor Mayor Jeff Miller. <br /> <br />I. FIESTA LATINA CINCO DE MAYO FUNDING REQUEST <br /> <br />e <br /> <br />Mr. Boles directed attention to the staff analysis of the funding request from <br />Fiesta Latina for a street fair celebrating Cinco De Mayo. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the City Council <br />authorize funding in the amount of $915 to support a street <br />fair celebration of Cinco De Mayo. <br /> <br />Mr. Robinette clarified that this is a one-time request and is appropriate to <br />be supported through contingency funding. <br /> <br />The motion passed unanimously (7:0). <br /> <br />Ms. Ehrman arrived (5:45 p.m.). <br /> <br />II. WORK SESSION: EUGENE DECISIONS--DEVELOPMENT OF DETAILED STRATEGIES <br /> <br />Mayor Miller allowed Tony Mounts, Financial Management Services Director, to <br />facilitate the meeting. Mr. Mounts stated that there are 30 components that <br />have neither been included nor excluded from council discussion to date. <br />These components are listed according to their financial impact. <br /> <br />Mr. MacDonald brought up the strategic value of developing a third option, in <br />addition to strategies A and B. Mayor Miller said that a combination of the <br />two strategies would be beneficial. Mr. Boles said that one strategy offers <br />across-the-board budget reductions and the other consists of efficiency <br />strategies. Mr. MacDonald concluded that it would be more effective to <br />provide two strategies to the public. <br /> <br />Mr. Mounts said that items in the "excluded" category consist of items that <br />the council does not wish to discuss further at this stage in the process. <br />These items received at least six votes from the council to exclude from <br />further discussion. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br />5:30 p.m. <br /> <br />Apri 1 20, 1992 <br /> <br />Page 1 <br />
