<br />e M I NUT E S <br /> Eugene City Council <br /> Studios Band C--Hilton Hotel <br /> June 29, 1992 <br /> 6 p.m. <br /> PRESENT: Mayor Jeff Miller; Shawn Boles, Bobby Green, Ruth Bascom, Debra <br /> Ehrman, Randy MacDonald, Paul Nicholson, Kaye Robinette, Roger <br /> Rutan. <br /> The process session of June 29, 1992, of the Eugene City Council was called <br /> to order by His Honor Mayor Miller. <br /> I. PROCESS SESSION <br /> Facilitator John O'Connor summarized the following issues raised by council- <br /> ors during his interviews with them in order of his sense of priority: <br /> 1. role of the council, council effectiveness, and efficiency; <br /> 2. council's role in intergovernmental partnership; <br />e 3. election of the council vice president; <br /> 4. official support of another elected official's proposal; <br /> 5. City waiver policies; <br /> 6. State of the City, 1993; and <br /> 7. processing of Industrial Corridor Community Organization (ICCO) <br /> charter. <br /> Mr. O'Connor recommended beginning with the first item. In reference to item <br /> 7, Mr. Boles distributed copies of a letter from Ann Morrow, Citizen Involve- <br /> ment Committee (CIC) Chair, regarding the citizen involvement process leading <br /> to the council's adoption of the Highway 99 Annexation and Urban Services <br /> Agreement. <br /> Discussion primarily focused on the role of the council and the council's <br /> effectiveness and efficiency. Discussion followed on the council's role in <br /> intergovernmental partnerships, which councilors agreed to forward to the <br /> Council Committee on Intergovernmental Relations for follow-up work. <br /> The meeting adjourned at 10:04 p.m. <br />e MINUTES--Eugene City Council June 29, 1992 Page 1 <br /> 6 p.m.--Process Session <br />
