<br /> M I NUT E S <br /> e Eugene City Council <br /> McNutt Room--City Hall <br /> July 29, 1992 <br /> 11 :30 a.m. <br /> COUNCILORS PRESENT: Roger Rutan, Shawn Boles, Ruth Bascom, Debra Ehrman, Paul <br /> Nicholson, Kaye Robinette. <br /> COUNCILORS ABSENT: Bobby Green, Randy MacDonald. <br /> The adjourned meeting of July 27, 1992, of the Eugene City Council was called <br /> to order by His Honor Mayor Jeff Miller. <br /> I. ITEMS FROM THE MAYOR. CITY COUNCIL. AND CITY MANAGER <br /> A. Affordable Housing <br /> Ms. Bascom said the AlA has invited the cities of Eugene, Tacoma, Missoula, <br /> and Portland to participate in a design seminar on September 10-11 in Port- <br /> 1 and. Ms. Bascom also reported the completion of the Richardson Bridge <br /> e project. <br /> B. Gravel Roads <br /> Responding to a question from Ms. Bascom, Mr. Boles said that the County Road <br /> Fund has earmarked funding for gravel road upgrades for communities with <br /> populations of 50,000 or less. <br /> C. Ballot Measures <br /> Ms. Ehrman asked for an update on the progress made on several current ballot <br /> measures. She noted that the lane Council of Governments has asked for the <br /> City's position on the split roll initiative. Mr. Boles recalled that the <br /> council has asked for an analysis on the impact of a split roll from the <br /> Intergovernmental Relations (IGR) Committee. <br /> Linda Lynch, IGR staff, said the committee's report is nearing completion and <br /> will be presented to the council in the near future. <br /> D. Fireworks <br /> Ms. Ehrman asked that the council take up the issue of fireworks and have a <br /> policy in place before the end of the year, in time for the New Year's Day <br /> holiday.
