<br /> e II. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN <br /> THE SANTA CLARA AREA (AZ 92-7), BREEDEN LAND COMPANY) <br /> City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and <br /> Development Department, summarized the code criteria necessary for annexation <br /> and rezoning. She said that due to the lack of a quorum, the public hearing <br /> tonight will remain open until September 14, and additional testimony will be <br /> taken then before council discussion and action. <br /> This request includes 54 undeveloped tax lots and portions of road rights-of- <br /> way in the immediate area. This request was initiated by the property owners, <br /> Breeden Land Company, in preparation for the next phase of development in the <br /> Lynnbrook II subdivision. The Metropolitan Area General Plan requires that <br /> undeveloped property be annexed before new urban development occurs and urban <br /> services are extended. <br /> As allowed by an amendment to the Metro Plan, existing development in the <br /> Lynnbrook subdivisions will be permitted to connect to the City sewer system <br /> without annexing to the city. Subdivision of this area for low-density <br /> residential development was approved by Lane County in the early 1970s. At <br /> that time, Lane County and the State Department of Environmental Quality <br /> (DEQ), approved on-site sewage lagoons as an interim means of providing sewer <br /> service to this area until a public sewer system was available. The DEQ <br /> permit for the sewage lagoons expires in January 1993, and the City is <br /> currently working with Lynnbrook property owners and the Breeden Land Company <br /> on the transition to the public sewer system which is in place adjacent to the <br /> e area. Before the end of the year, the lagoons will be decommissioned, and the <br /> Lynnbrook sewer system will be connected to the metropolitan sanitary system. <br /> Responding to a question from Mr. Boles, Ms Czerniak said the Lynnbrook I <br /> subdivision is fully developed and that approximately one-third of the <br /> Lynnbrook II subdivision is developed. <br /> Mayor Miller opened the public hearing.
