Solid Waste & Recvcling Board <br />e <br /> Mr. Nicholson said that the Solid Waste & Recycling Board has asked the <br /> council to modify its charge for the group to include commercial properties in <br /> its work program. <br /> Mr. Boles moved, seconded by Ms. Bascom, to add to the charge of <br /> the Solid Waste & Recycling Board to include commercial properties <br /> in its work program. The motion passed unanimously, 7:0. <br /> N. Lollipops <br /> Mr. Nicholson asked for clarification regarding what power the City has with <br /> regard to the teen club Lollipops. City Attorney Bill Gary said the City is <br /> obliged to live within the constraints of Oregon State Constitution which has <br /> been interpreted to include nude dancing within protected expressive conduct. <br /> He said the City could impose greater constraints on the establishment to <br /> require that people show proof of age before being admitted. Responding to a <br /> question from Mr. Boles, Mr. Gary said the club may be licensed as any other <br /> business but care must be taken to be neutral with respect to the conduct that <br /> takes place there. <br /> O. Room Tax <br /> Mr. Boles said that he attended a meeting of the Lane County Board of Commis- <br /> sioners to hear the 2-percent room tax increase proposal. He noted that there <br />e were two views, one from those who saw the strength of a regional marketing <br /> program and another from those who preferred to go at it alone. He said <br /> Commissioners Dumdi and Frazier may introduce another proposal. <br /> P. Centro Latinoamericano <br /> Mayor Miller reported that the Century Council made a presentation to Centro <br /> Latinoamericano. <br /> Q. WashinQton DC Trip <br /> Mayor Miller announced his return to Washington bc to continue efforts to <br /> ensure funding for various City work programs. <br /> R. Century Council <br /> Mr. Boles stated he attended a meeting of the Century Council and once again <br /> raised the concerns previously made by the City Council. He said that the <br /> group has as yet not provided a copy of its evaluation methodology and the <br /> questionnaires it uses.
