SDC Task Force <br /> Mr. Boles said that there are some policy issues that the Systems Development <br /> Charges (SDC) Task Force is now considering that will be coming to the <br /> council. He will distribute copies of the last Committee on Infrastructure <br /> minutes which discuss those issues from various perspectives. <br /> C. Commercial Lands Study <br /> Mr. Boles distributed and discussed proposed amendment to the Eugene Commer- <br /> cial Lands Study based on a joint meeting between Councilor Bascom and him, <br /> Commissioners Rust and Roberts. The council gave conceptual approval for the <br /> amendments. Teresa Bishow, Planning and Development, stated that the amend- <br /> ments will be placed on the council's October 14 meeting agenda for formal <br /> approval. <br /> D. CODS On Bikes Program <br /> Mr. Boles announced receipt of a supportive letter from a constituent on the <br /> Cops On Bikes Program. Mr. Nicholson said that the City of Corvallis has had <br /> great success with bicycle policing, and he encouraged the City to accelerate <br /> its program, given the public's favorable response. <br /> E. City Council Process <br /> Mr. Boles expressed concern with the council process with respect to code <br /> e changes regarding initiatives and elections. Mr. MacDonald agreed, saying <br /> there was a poor read on the sensitivity of this particular issue. It did not <br /> seem to fall into either the high or low controversy categories for citizen <br /> involvement. Ms. Bascom suggested that others, such as the City Club, be <br /> included in the process. Mr. Boles asked staff to draft a memorandum ad- <br /> dressed to the council giving background information on the issue. Responding <br /> to a question from Ms. Bascom, Mr. Boles said that the Citizen Involvement <br /> Committee has been asked to distinguish between housekeeping and substantive <br /> changes in the proposed revised ordinance, and advise the council. <br /> F. Public PerceDtion of Euaene Decisions <br /> Mr. MacDonald expressed concern at the public's perception of the Eugene <br /> Decisions process, saying the public does not understand what the council has <br /> done thus far. He suggested that the council create a clear end in the <br /> public's mind of the first phase in the process so as not to have these <br /> accomplishments overshadowed by the upcoming discussions on revenues. <br /> Councilors offered suggestions for mitigating the problem. Mr. Boles felt the <br /> council could best clarify the issue by finishing its work, saying staff could <br /> disseminate the information in the Speakers Bureau packet. Mr. Robinette <br /> suggested that public notices on the council's upcoming meetings also provide <br /> brief updates on work accomplished.
