APPROVAL OF FINDINGS AND RECOMMENDATIONS OF HEARINGS OFFICIAL AND <br /> PASSAGE OF ORDINANCE LEVYING ASSESSMENTS ON CENTENNIAL BOULEVARD FROM <br /> AUTZEN STADIUM TO GARDEN WAY <br /> City Manager Mike Gleason introduced the topic and said that Les Lyle, Public <br /> Works Department, was present to answer questions. <br /> Mr. Boles moved, seconded by Mr. Green, to approve the Hearings <br /> Official's findings and recommendations of September 15, 1992. <br /> Roll call vote; the motion passed unanimously, 5:0. <br /> CB 4414--An ordinance levying assessments for curbs, sidewalks, <br /> storm sewers, street lights, and traffic signal on Cen- <br /> tennial Boulevard from Autzen Stadium to Garden Way; and <br /> declaring an emergency. <br /> Mr. Boles moved, seconded by Mr. Green, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at this <br /> time. Roll call vote; the motion passed unanimously, 5:0. <br /> Mr. MacDonald arrived at the meeting. <br /> Mr. Boles moved, seconded by Mr. Green, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and became Ordinance No. <br />e 19878. <br /> III. RESOLUTIONS FOR ENCUMBRANCES <br /> City Manager Mike Gleason introduced the item. Administrative Services <br /> Department Director Warren Wong said the resolutions under this item as well <br /> as items IV, V, and VI were required to authorize the transfer of funds from <br /> Reserve for Encumbrances and Capital Projects to account for FY92 budgeted <br /> expenditures to FY93. <br /> Res. No. 4346--A resolution authorizing the transfer of funds from <br /> the Reserve for Encumbrances to departments. <br /> Mr. Boles moved, seconded by Mr. Green, to adopt the resolution. <br /> Roll call vote; the motion passed unanimously, 6:0. <br /> Res.
