APPROVAL OF FINDINGS AND RECOMMENDATIONS OF HEARINGS OFFICIAL AND PASSAGE OF ORDINANCE LEVYING ASSESSMENTS ON CENTENNIAL BOULEVARD FROM AUTZEN STADIUM TO GARDEN WAY City Manager Mike Gleason introduced the topic and said that Les Lyle, Public Works Department, was present to answer questions. Mr. Boles moved, seconded by Mr. Green, to approve the Hearings Official's findings and recommendations of September 15, 1992. Roll call vote; the motion passed unanimously, 5:0. CB 4414--An ordinance levying assessments for curbs, sidewalks, storm sewers, street lights, and traffic signal on Cen- tennial Boulevard from Autzen Stadium to Garden Way; and declaring an emergency. Mr. Boles moved, seconded by Mr. Green, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion passed unanimously, 5:0. Mr. MacDonald arrived at the meeting. Mr. Boles moved, seconded by Mr. Green, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed and became Ordinance No. e 19878. III. RESOLUTIONS FOR ENCUMBRANCES City Manager Mike Gleason introduced the item. Administrative Services Department Director Warren Wong said the resolutions under this item as well as items IV, V, and VI were required to authorize the transfer of funds from Reserve for Encumbrances and Capital Projects to account for FY92 budgeted expenditures to FY93. Res. No. 4346--A resolution authorizing the transfer of funds from the Reserve for Encumbrances to departments. Mr. Boles moved, seconded by Mr. Green, to adopt the resolution. Roll call vote; the motion passed unanimously, 6:0. Res. No. 4347--A resolution authorizing the transfer of the balance of the Reserve for Encumbrances to Contin- gency or Balance Available.
