Mayor Miller opened the public hearing. There being no requests to speak, the public hearing was closed. Res. No. 4351--A resolution furthering annexation to the city of Eugene and the lane County Metropolitan Service District for property located in the Santa Clara area on the north side of Santa Clara Avenue, west of River Road. Final Order AZ 92-10--A final order rezoning the property from County R-ljUl to City R-l. Mr. Boles moved, seconded by Mr. Green, to adopt the resolution and final order. Roll call vote; the motion passed unanimously, 7:0. IV. AMENDMENT TO ALTON BAKER PARK MASTER PLAN . City Manager Mike Gleason said the council requested that this item be returned after the November election. Ms. Bascom did not feel it was appropriate to have this item on the agenda in light of the passage of Ballot Measure 20-01, an initiative limiting the development of Alton Baker Park. Glen Klein, City Attorney's Office, advised the council that its action was not necessary on this item. V. ORDINANCES CONCERNING THE GATEWAY REFINEMENT PLAN City Manager Mike Gleason introduced the item. Jan Childs, Planning and Development Department, presented the staff report. On January 29, 1992, the council held a joint meeting with the elected officials of Springfield and Lane County, both of which have since adopted the plan and have forwarded three implementing ordinances for approval by Eugene. The plan does not require adoption by Eugene. She said that Susie Smith, Project Manager for the Gateway Refinement Plan, was present to answer questions concerning the plan.
