PRESENTATION OF PLA~UES TO OUTGOING COUNCILORS AND MAYOR <br /> Mayor Miller recognized three retiring councilors. <br /> Roqer Rutan was recognized for his dedicated service on the City Council, and <br /> his 20-year service to the community. Mr. Rutan accepted the award and <br /> reflected on his 12-year participation on the City Council. <br /> Debra Ehrman was recognized for her dedicated service on the City Council, and <br /> to the community. Ms. Ehrman accepted the award and reviewed the council's <br /> achievements during her two terms of service. <br /> Ruth Bascom was recognized for her dedicated service on the City Council, and <br /> her successful campaign for mayor. Ms. Bascom said she would present an <br /> inaugural address on January 11, 1993. <br /> Mayor Jeff Miller was presented with a plaque by Mayor-Elect Ruth Bascom in <br /> recognition of his leadership, good humor, gracious presence at innumerable <br /> community functions, and long hours of service on the City Council. . <br /> ~ <br /> V. STATE OF THE CITY ADDRESS <br /> Mayor Miller presented his State of the City Address, a transcript of which is <br /> attached. <br /> Mayor Miller thanked his parents, first supervisor, pastor, college profes- <br /> sors, wife and children, business partner, and John Ball, who first introduced <br /> him to local government. He reviewed progress made in the areas of public <br /> safety, the economy, downtown revitalization, human rights, low-cost housing, <br /> capital projects, intergovernmental cooperation, and the unprecedented Eugene <br /> Decisions process. Mayor Miller described his vision for the City of Eugene <br /> and challenged those present to become involved in local government on some <br /> level. He thanked the community for the opportunity to serve as its mayor. <br /> VI.
