<br />e <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />February 10, 1975 <br /> <br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order <br />by His Honor Mayor Lester E. Anderson at 7:30 p.m. on February 10, 1975 in the Council <br />Chamber. The following Council members were present: Neil Murray, Gus Keller, Raymond <br />Bradley, D. W. Hamel, Eric Haws, and Edna Shirey. Wickes Beal and Tom Williams were <br />absent. <br /> <br />Side II <br />(0001) I - Public Hearings <br />A. Rezoning Greenacres Road/Delta Highway property - From RA and C-2 to various <br />neighborhood and community commercial, limited multiple family, and residential <br />professional, with Sign District designation of Integrated Neighborhood Shopping <br />on ortion of neighborhood commercial. <br />Recommended by the Planning Commission on December 17, 197. Council at its <br />meeting on January 27, 1975 held council bills which would affect the rezoning, <br />lacking unanimous consent for second reading, because of testimony that people <br />in the neighborhood had not been aware of the rezoning. It was decided at that <br />time the public hearing would be continued to this date. <br /> <br />-- <br /> <br />(0107) <br /> <br />( 0183,) <br /> <br />- <br /> <br />Public hearing was reopened. <br /> <br />Speaking in opposition to the rezoning were Walt Sands, 1121 Balboa; Thomas <br />Winbigler, 1140 Balboa; Noel Corliss, 1425 Acacia; Julie Vierling, 1570 Holly; <br />Bruce Taylor, 507 Ayres Road; Fred Haase, 1435 Holly; and Chuck Hale, 1995 <br />Terressa Avenue. Mr. Sands said the Willakenzie neighborhood organization, <br />after presentation of the issue by Jim Saul, planner, supported denial of the <br />rezoning. He said the Eugene Sand & Gravel under the 1990 General Plan was <br />considered a temporary operation, however it was now being recognized as <br />permanent. He and Mr. Winbigler both felt the 1990 Plan was no longer relevant <br />to the way that area was developing. They thought the Plan should be restudied <br />and revised to make it more in harmony with the surrounding area, and a petition <br />to that effect was submitted. Mr. Corliss also supported that position. Ms. <br />Vierling noted that all property owners in the area had signed the petition <br />requesting plan revision. She added that the streets would not be capable of <br />handling the traffic that would be generated by the type of development proposed. <br /> <br />Mr. Taylor felt the proposal would be injurious to sound planning and thought <br />the text of the General Plan rather than the plan map should be the basis for <br />evaluation of the zoning for that area. He cited noise problems, traffic, <br />economic conditions, existing residential development as reasons for making the <br />proposed rezoning undesirable here as compared to other available properties. <br />He didn't think residential development should occur so close to industrial uses, <br />and he said there was no assurance commercial development as a buffer would <br />occur simultaneously with residential development. He thought there should be <br />reconsideration of creating a commercial center the size of the Oakway Mall in <br />a remote corner of the urban service area. <br /> <br />2/10/75 - 1 <br /> <br />4-3 <br />
