Award of contract was <br /> recommended to the low bidder on each project, the contract on Item 4 (English <br /> Oaks Subdivision) to be held until agreement is signed by Northwest Natural Gas <br /> with regard to their paying a portion of the improvement costs for properties e <br /> outside the city limits. <br /> Mr. Keller moved second by Mr. Williams to award contracts to the I-A-4 <br /> low bidder on each of the projects, the contract on Item 4 to be <br /> held subject to written agreemen~ with Northwest Natural Gas as <br /> recommended. <br /> Councilman Williams asked for more information with regard to the project in . <br /> English Oaks Subdivision and staff's recommendation for written agreement with <br /> Northwest Natural Gas. Mr. Allen answered that the Gas Company assured staff <br /> they would sign an agreement covering costs of the project assessed ag~inst prop- <br /> erties outside the city. He said a similar situation existed last year; an <br /> agreement was not signed, so the project was not accomplished. He said the in- <br /> crease in the bid on the project this year showed up in the difference between <br /> the project cost and the amount budgeted, adding to the city cost as well as to <br /> that of the property owners. He said there was no assurance an agreement would <br /> be signed, but he emphasized that the work would not be started without it. <br /> He added that there was the possibility, if an agreement wasn't reached, to build <br /> one-half of the street because the design called for two 18-foot lanes separated <br /> by a five- or six-foot lane to accommodate a large gas line down the center. <br /> Councilwoman Beal asked whether any mechanism had been set up to accommodate the <br /> affirmative action program and whether contractors were in compliance. Assistant <br /> Manager answered that there was a provision in the standard city contract form <br /> calling for compliance with city rules and regulations. He said he would pur- e <br /> sue the matter of whether affirmative action was being taken care of. <br /> Rollcall vote was taken on the motion as stated. Haws, and Shirey). Minutes of those meetings appear <br /> below in italics. <br /> A. Waiver of fees for H-Historic District applications was requested by the <br /> Historic Review Board. Jan Muller, Board member, explained that the Board <br /> felt it would be unfair to a property owner to stand the expense of <br /> applying for Historic District designation should his property be chosen <br /> by the Board without his knowledge. The Board also questioned whether <br /> there would be economic advantage accrue to properties in Historic Dis- <br /> tricts. In response to Mayor Anderson, Mr. Muller said the Board felt <br /> the fee should also be waived for property owners seeking the Historic <br /> designation voluntarily, that any applications would be carefully screened <br /> by the Board so that by the time it came to Planning Commission considera- <br /> tion the question of whether there was historical significance would have <br /> been determined. He added that most rezoning applications are submitted <br /> for the purpose of increasing the value of property, whereas historical . <br /> designation'would be sought more for preservation purposes. <br /> The Mayor asked under what conditions an historic designation would be <br /> sought without the knowledge of a property owner.
