North of 11th Avenue, east of McKinley Street - From M-2 to C-2 (Floyd Her- e <br />ring)(Z 75-10) <br />Recommended by the Planning Commission on October 7, 1975. Jim Saul, planner, <br />explained that the rezoning request was submitted primarily to allow commercial <br />development on one lot facing West 11th Avenue. He said the Commission, in look- <br />ing at this request, considered the basic commercial character already established <br />in that area and decided existing commercial strip on 11th could be terminated <br />at McKinley Street. <br />No ex parte contacts or conflicts of interest were declared by Council members. <br />Planning Commission staff notes and minutes of October 7, 1975 were made a part <br />of the record by reference thereto. <br />Public hearing was opened with no testimony presented other than Neil Jongeward, <br />2863 Lydick Way, representing the property owner, offering to answer questions. <br />Council Bill No. 950 - Rezoning to C-2 Community Commercial an area <br /> north of 11th Avenue, east of McKinley Street, <br />was read by council bill number and title only, there being no council <br />member present requesting that it be read in full. <br />Mr. Murray moved second by Mr. Keller that findings as set out in Planning Com- <br />mission staff notes and minutes of October 7, 1975 supporting the rezoning be <br />adopted by reference thereto; that the bill be read the second time by council <br />bill number only, with unanimous consent of the Council; and that enactment be <br />considered at this time. South of Elmira Road, west of Highway 99N - From RA to C-2 SR (Tom Wester)(Z 75-11) <br />Recommended by the Planning Commission on October 7, 1975. Manager said that <br />some concern was expressed by the Active Bethel Citizens. They thought perhaps <br />that a C-l zone would be more appropriate. Jim Saul, planner, explained that <br />the property was located immediately west of commercial zoning fronting on <br />Highway 99N and had been used for years as a parking lot for adjacent commercial <br />establishments. The owner, when attempting to upgrade an existing building on <br />the property, found it was not zoned for commercial use nor was there sufficient <br />space to satisfy code requirements for parking. The Planning Commission recom- <br />mended approval of commercial use based on existing zoning in the area and history <br />of previous use of the property.
