<br />MINUTES <br />EUGENE CITY COUNCIL <br />February 12, 1976 <br /> <br />..e <br /> <br />Special meeting of the Common Council of the City of Eugene, Oregon, was called for <br />the purpose of selecting members for the newly formed Minority Commission. The <br />special session was called to order by Council President Gus Keller at 5:00 p.m. on <br />Thursday, February 12, 1976, at City Hall with the following Council members present: <br />Gus Keller, Ray Bradley, Wickes Beal, Eric Haws, Bill Hamel. Edna Shirey, Tom <br />Williams and Neil MUrray were absent. <br /> <br />The following people were interviewed for membership on the Minority Commission, <br />interviews conducted by Council President Gus Keller: Kathryn Andrieu, Marjorie <br />Colcord, William Isabell, Barbara Koser, Man Wai Lau, Lance Leonard, Phyllis Loobey, <br />Lewis Merrick, Shirley Minor, Glenette Olvera, Michael Phillips, Theodora Salmon, <br />Joe Scovell, Tokshin Yi, Ray Willard, Whitty Bass. Donald Adair and Jan Sandusky, <br />also candidates, were not present. <br /> <br />At the conclusion of the interviews, the Chair instructed each Council member to <br />vote for nine candidates. By virtue of the balloting, members selected for the <br />Minority Commission were: <br /> <br /> Kathryn Andrieu 5140 Saratoga Street 1/1/79 term expiring <br /> Marjorie Colcord 33472 McKenzie View 1/1/79 <br /> Phyllis Loobey 3338 Lorna Linda Drive 1/1/78 <br /> Lewis Merrick 3395 Kincaid 1/1/79 <br />-- Shirley Minor 775 West 13th, Apt. 3 1/1/78 <br />Glenette Olvera 361 Cheshire Avenue 1/1/77 <br /> Mike Phillips 360 Mary Lane 1/1/77 <br /> Joe Scovell 136 Marion Lane 1/1/78 <br /> Tokshin Yi 1364 Goodpasture Island Rd. 1/1/77 <br /> <br />Terms were established according to the number of votes cast for an individual, <br />Lewis Merrick being named temporary Chairperson by virtue of receiving the most <br />votes. <br /> <br />Mr. Bradley moved and it was seconded that the Council officially designate <br />the nine selected candidates as Minority Commission members. Motion <br />carried unanimously. <br /> <br />Mrs. Beal moved and it was seconded to appoint Man Wai Lau and Whitty Bass <br />as alternates.
