He noted the guidelines by which <br />such a determination culd be made - population to support neighborhood <br />commercial activities, distance between various commercial centers, etc. <br /> <br />-, <br /> <br />Councilman Haws declared his intent not to participate in discussion or vote <br />on this issue. He felt that because he had dealt with this issue in the past <br />he should abstain in order to present an appearance of fairness. <br /> <br />Public hearing was opened. <br /> <br />Speaking in favor of the zone change were Douglas Brown, 72 West Broadway, re- <br />presenting-Paul Hansen, the applicant; Mazie Venable, 1270 Jacobs Drive,#A-lO; <br />Ken Nagao, 388 High Street, architect; and Don and Linda Hatfield, 2189 Dewey <br />Street, Active Bethel Citizens. Mr. Brown noted that need for the change <br />had been shown in testimony before the Planning Commission. Also, that appli- <br />cants would agree to the C-l SR zone recommended by staff. Mrs. Venable was <br />in favor of the change becuase commercial activities would benefit those <br />elderly people within walking distance who were not able to travel to other <br />parts of the city for shopping services. Mr. Magao said that the design of <br />the proposed facility would maintain safety for pedestrians and character of <br />the neighborhood. Mr. Hatfield said the C-2 zoning was requested so that <br />certain services could be provided. Howeve~ they felt that conditional uses <br />under C-l would accommodate those services. With regard to Councilman <br />Murray's concern about whether there was need for commercial activities, <br />he said the Bethel/Danebo area was the fastest growing area in the city and <br />there was no way of knowing how much commercial activity it would support <br />until it stopped growing, so there was probably no way the question could be <br />answered. <br /> <br />e, <br /> <br />Public hearing was closed there being no further testimony presented. <br /> <br />Council Bill No. 1085 - Rezoning to C-l SR and changing sign district to <br />Integrated Neighborhood Shopping on area west of <br />Highway 99N south of Concord Street and east of Jacobs Drive was read <br />by council bill number and title only, there being no council member <br />present requesting that it be read in full. <br /> <br />Mr. Keller moved second by Mr. Williams that findings supporting the rezoning <br />as set out in Planning Commission staff notes and minutes of March 2, 1976 <br />be adopted by reference thereto; that the bill be read the second time by <br />council bill number only, with unanimous consent of the Council; and that <br />enactment be considered at this time. Motion carried unanimously and the bill <br />was read the second time by council bill number only, Councilman Haws abstaining. <br /> <br />Mr. Keller moved second by Mr. Williams that the bill be approved and given <br />final passage.
