Abatement, 2375 Madison Street (Dannemiller) I-A-3 <br /> <br />Manager explained that abatement of this building was authorized in September 1973, <br />but because the owner was making some progress, the builidng permIt was extended. <br />However, even with extension, the building remains hazardous, as set out in memo <br />from the building department previously distributed to Council members. Staff <br />recommended proceeding with the abatement. <br /> <br />Public hearing was opened. <br /> <br />Lynda Wilt, 1990 Garfield Street, and Gary Buchholz, 27119 Bertelsen Road, were <br />opposed to the abatement on the basis that no real hazard existed. They ac- <br />knowledged that the recycled lumber being used was unsightly but declared the <br />building was secure against entry. They felt that given more time, the build- <br />ing would "come together." <br /> <br />Robert Dannemiller, owner of the property, described the work he was accomplishing <br />on the house and itemized work already finished. He presented pictures and said <br />the materials would be cleaned up. Entry could not be made, he said, unless <br />forced. He recognized the protracted time in completing the project but explained <br />his job loss, lack of finances, etc. He asked for more time to complete the <br />work - nine months - since he felt his position now was such that the would <br />could be completed by that time. <br /> <br />Public hearing was closed, there being no further testimony presented. <br /> <br />- <br /> <br />Manager suggested that within the next two weeks Mr. Dannemiller present the <br />building department with some written plan of work contemplated so as to arrive <br />at some arrangement for completion of the building in a reasonable time. He <br />said quite a bit of work had been done on the building, and recommended holding <br />further abatement proceedings for two weeks. <br /> <br />Mr. Keller moved second by Mr. Haws to hold action on the abatement <br />proceedings for two weeks. Motion carried unanimously. <br /> <br />D. Appeal from Planning Commission decision granting preliminary approval for <br />Parkway PUD, 23rd and Wil1amette (Morgan)(PD 75-8) - Friendly Area Neighbors <br /> <br />Jim Saul, planner, explained that preliminary approval was given the Parkway PUD <br />by the Planning Commission on March 2, 1976, at which time five criteria support- <br />ing approval were adopted. The project involves 20 dwelling units on property <br />located east of Willamette Street just north of 23rd Avenue. Each unit con- <br />sists of two bedrooms with a common kitchen and is intended for use by single <br />parents with one child under three years of age. Mr. Saul said that the Hous- <br />ing Commission had extended allocation of a $60,000 grant to Wes Morgan, project <br />developer, to support this project. Appeal statement, submitted by Friendly <br />Area Neighbors, had been distributed previously to Council members. <br /> <br />I-A-4 <br /> <br />On call for ex parte contacts or reasons for conflict of interest, Councilman <br />Williams noted attendance and participation in hearings before the Housing Com- <br />mission, a matter of public record. He saw no reason to abstain from participa- <br />tion at this time. Councilman Bradley said he also attended Housing Commission <br />meetings when this issue was discussed.
