<br />M I NUT E S <br />EUGENE CITY COUNCIL <br />May 6, 1976 <br /> <br />. <br /> <br />Adjourned special meeting - from May 3, 1976 - was called to order by Council President <br />Gus Keller in the absence of Mayor Anderson at 5:00 p.m. on May 6, 1976 in the McNutt <br />Room at City Hall for the purpose of selecting a Planning Commissioner to fill the <br />vacancy created by the resignation of Howard Bonnett. Other Council members present <br />were Eric Haws, Wickes Beal, Neil Murray, Ray Bradley, and Edna Shirey. Council members <br />absent were Tom Williams and D. W. Hamel. <br /> <br />Finalists interviewed for the position on the Planning Commission for balance of term <br />ending January 1, 1979 were: <br /> <br />Margaret M. Steveson, 341 West 19th Avenue <br />Elizabeth Heath, 2087 Law Lane <br />Nancy Hindman, 2210 Sandy Drive <br />Adrienne D. Lannom, 310 East 14th Avenue <br />Eleanor Mulder, 2775 Emerald Street <br />Pat Munkres, 2104 Dewey Street <br /> <br />It was noted that Thorn Chambliss, 1510 Mill Street, also a finalist, had asked that his <br />name be withdrawn from consideration. <br /> <br />At the conclusion of interviews, given the opportunity for Council discussion, Mrs.Shirey <br />asked on what criteria the choice would be based. Mr. Keller answered that it would be <br />each Council member's individual judgment as to which person would most benefit the <br />Commission. Tallies were decided upon, with the two receiving the most votes to be the <br />final two from which a choice would be made. <br /> <br />~ <br /> <br />The first vote resulted in selection of Adrienne Lannom and Pat Munkres. <br /> <br />A vote was taken on these two, resulting in a 3:3 tie. A second tally <br />also resulted in a 3:3 tie. <br /> <br />Discussion followed, each Council member present giving the reasons for each one's choice. <br /> <br />A third ballot was taken, resulting in a 3:3 tie. A fourth ballot also <br />resulted in a 3:3 tie. <br /> <br />Councilman Haws suggested <br />members interview the two <br />of the same split there. <br />put pressure on those two <br />split, he said, the issue <br />be "running away from the <br /> <br />flipping a coin, or perhaps having the two absent Council <br />finalists, making a selection. He recognized the possibility <br />Councilman Keller thought that would be impractical and would <br />Council members to make the selection. And if their vote was <br />would be left to the Mayor, then the Council would appear to <br />issue." <br /> <br />Councilman Murray wondered whether it would be appropriate to choose one of the two at <br />this time to fill a possible future vacancy. Mrs. Shirey noted that Alan Maxwell, plan- <br />ning commissioner, had spoken to her about filling an anticipated vacancy at least six <br />months in advance of its occurring becuase he felt it a definite advantage to the Com- <br />mission to have someone familiar with the work of the Commission before actually taking <br />office. Mr. Keller thought the citizen interest form process precluded that, there <br />could be bad feelings among those having filed and not knowing that was going to happen. <br /> <br />- <br /> <br />Don Floyd, Register-Guard reporter, verified, in response to Mr. Murray, that Ken Reeder <br />had said he would not seek reappointment to the Commission.
