<br />. <br /> <br />I-A-l <br /> <br />.. <br /> <br />- <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />May 24,1976 <br /> <br />Adjourned meeting - from May 10, 1976 - of the Common Council of the city of Eugene, <br />Oregon was called to order by His Honor Mayor Lester E. Anderson at 7:30 p.m. on May 24, <br />1976 in the Council Chamber with the following Council members present: Eric Haws, <br />Wickes Bea1, Neil Murray, Ray Bradley (arrived later), D. W. Harne1, and Edna Shirey. <br />Council members absent were Gus Keller and Tom Williams. <br /> <br />Manager announced postponement, due to the "inclement" weather, of the <br />concert planned by the Eugene Wind Ensemble to take place in the City <br />Hall courtyard prior to this Council meeting. The Ensemble will perform <br />instead on the downtown mall on June Sat 1:00 p.m.; in the Atrium build- <br />ing at 11th and Olive should the weather continue its present pattern. <br /> <br />I - Public Hearings <br />A. Appeal from Planning Commission decision granting preliminary approval for <br />Parkway PUD, 23rd and Wi1larnette (Morgan)(PD 75-8) <br /> <br />Parkway PUD - Council has received copy of May 4 HCDC official report which <br />supports use of $60,000 of revenue sharing funds for this single-parent <br />development. <br /> <br />Manager announced that the developer has withdrawn his proposal for the project <br />as of May 17, for financial reasons and because of the controversial nature <br />of the project. <br /> <br />Mrs. Niven, Joint Housing Comndttee, asked for Council direction on whether <br />it wished the funds to be held in reserve for the sallE type of housing <br />assistance. <br /> <br />Carl Applebaum, 68 W. 25th, read a statement on behalf of the Friendly Area <br />Neighbors, the WOllEn's Comndssion and other individuals in opposition to <br />the project. They do not consider the developer's withdrawal to be a victory, <br />he said. They wish to generate other proposals to aid in the implementation <br />of a sinrilar housing project so that the urgent needs can be met for <br />livable housing for single parents. They regret the necessity to oppose <br />the project but did so because of glaring deficiencies. They urge all <br />interested to unite in future efforts. <br /> <br />Mr~. ~hirey would like to see the funds reserved for a project of the same <br />typ.]. <br /> <br />Mr. Murray concurred and is also convinced there were concerns raised that <br />were valid. Instead of continuing one force against the other, he would <br />hope all parties could COllE together and work constructively, realizing the <br />funds arelimi ted. <br /> <br />Mr. Williams commented that the Joint Housing Comndttee looked very hard and <br />long at a decent possible project and thought they had arrived at one. He <br />is not sure that one is creatible that will satisfy everyone's requirements <br />at the moment. <br /> <br />Mrs. Niven commented that th~ only realistic way to have child care facilities <br />is to have large concentrations of people.
