<br />EUGENE CITY COUNCIL
<br />January 12, 1977
<br />
<br />Special meeting of the Common Council of the City of Eugene, Oregon, was called
<br />to order by Council President Eric Haws in the absence of Mayor Gus Keller at
<br />5:20 p.m. on January 12, 1977, in the McNutt Room at City Hall for the purpose
<br />of selecting members of various boards and commissions to fill vacancies created
<br />by the expired terms of board and commission members. Other Council members
<br />present were W. Hamel, Tom Williams, Ray Bradley, Jack Delay, Scott Lieua1len,
<br />Brian Obie, and Betty Smith. Staff present were Andy Clement and Bruce Colven.
<br />
<br />The meeting was brought to order by Council President Haws at 5:20 p.m., with all
<br />in attendance except Mr. Bradley, who arrived five minutes late. Discussion
<br />ensued as to the proper role of the Housing and Community Development Commission
<br />CHCDC). Mr. Williams felt that HCDC should be abolished. Mr. Obie felt that
<br />Mr. Williams should be appointed chairman because of his experience.

<br />Mr. Leiuallen moved second by Mr. Delay that Mr. Delay and
<br />Mr. Obie be appointed to the HCDC. The motion passed
<br />unanimously with all members present and voting.
<br />
<br />The Council interviewed G. G. Goldthwaite, Boyd Morgan, and Charlotte Ruiz for
<br />the Aging Commission. Wickes Beal and Donna Helmer were not available to be
<br />interviewed. The vote was as follows:

<br />Mr. Hamel moved second by Ms. Smith that Goldthwaite,
<br />Morgan, and Ruiz be named to the Aging Commission and
<br />Wickes Beal be made an alternate. The motion passed
<br />unanimously.

<br />For the Handicapped Commission, Carol Johansen, Collin Gray, Patricia Hocken,
