<br />e <br /> <br />I-A-l <br /> <br />- <br /> <br />e <br /> <br />M I NUT E S <br />EUGENE eITY eOUNCIL <br />February 14, 1977 <br /> <br />The regular meeting of the eommon Council of the eity of Eugene, Oregon <br />was called to order by His Honor Mayor Gus Keller at 7:30 p.m. on February 14, <br />1977, in the eouncil Chamber with the following Council members present: <br />Eric Haws, Tom Williams, D. W. Hamel, Ray Bradley, Jack Delay, Scott <br />Lieuallen, Brian Obie, and Betty Smith. <br /> <br />I. Public Hearin1s <br />A. Rezoning rom R-l to R-2-10/A-SR area southeast corner Harlow Road <br />eoburg Road (Bennett) (Z 76-40) <br />Recommended by Planning eommission December 7, 1976. Manager said <br />property was Tax Lot 500--Assessor's <br />Map 17-03-21-1 1, located southeast of the corner of Harlow Road <br />and Coburg Road, and the requested change was from a R-1 Single- <br />Family Residential District to R-2 Limited Multiple-Family Resi- <br />dential District. <br /> <br />Jim Saul, Planning Department, said the property of this request <br />consists of approximately three-quarters of an acre, and has one <br />single-family home located on the north portion adjacent to Harlow <br />Road. Land directly to the south and east is zoned R-2 and devel- <br />oped in multiple-family apartments. The area west of this request <br />is zoned R-3 and also developed in apartments. Land to the north- <br />west, across Coburg Road, is zoned R-l also, and developed in low- <br />density residential uses. Thus, this request would conform with <br />the adjacent multiple-family development, and would provide for <br />higher density residential development in close proximity to major <br />shopping areas and transportation corridors. He said the surround- <br />ing development would appear to support the subject request. Two <br />concerns for site review were expressed: 1) compatibility with <br />surroundings, particularly when residential in character; and 2) <br />safe and efficient ingress and egress and on-site traffic circu- <br />lation. He noted that there is a low-vacancy rate in Eugene, <br />which does generally indicate a need to increase the inventory <br />of housing within the city. In view of these findings, the Plan- <br />ning Commission staff recommended approval of this zone change <br />request with site review procedures as noted above, and a density <br />limitation of ten units per acre. <br /> <br />No ex parte contacts or conflicts of interest were declared <br />by Council members.
