B. 1356--Authorizing alley vacation of Blain Alley (AV 76-6), <br />located west of High Street, north of East 2nd Avenue; <br />retainin9 public utility and pedestrian easements, <br />was read by Council Bill number and title only, there <br />being no Council member present requesting that it <br />be read in full. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, that the bill be read <br />the second time by Council Bill number only, with unanimous consent <br />of the Council, and that enactment be considered at this time. <br /> <br />Mr. Bradley moved, seconded by Mr. Delay, that the Blain Alley <br />vacation matter be tabled for legal clarification. Motion <br />was defeated, with Bradley and Delay voting aye; Haws, Hamel, <br />Williams, Lieuallen, Obie, and Smith voting no. <br /> <br />B. <br /> <br />Vote was taken on the motion as stated which carried, with <br />Haws, Hamel, Williams, Lieuallen, Obie, and Smith voting aye; <br />Bradley and Delay voting no. Lacking unanimous consent, C. B. <br />1356 will be given second reading at March 14 meeting. <br /> <br />Withdrawals from water districts (Oakway and Glenwood) <br />Manager indicated there were three withdrawals from water districts <br />to be considered by Council, one from the Glenwood Water District, <br />and two from the Oakway Water District. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />C. B. 1357--Withdrawing from Glenwood Water District that <br />portion of district annexed to city November 4, <br />1976 CU 76-63 Lane County and declaring an <br />emergency was read by Council Bill number and <br />title only, there being no Council member present <br />requesting that it be read in full. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, that the bill be read <br />the second time by Council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at <br />this time.
