<br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />March 14, 1977 <br /> <br />Regular meeting of the Common Council of the City of Eugene, Oregon was <br />called to order by His Honor Mayor Gus Keller at 7:30 p.m. on March 14, 1977 <br />in the Council Chamber with the following Council members present: Eric Haws, <br />D. W. Hamel, Tom Williams, Ray Bradley, Jack Delay, Scott Lieuallen, and <br />Brian Obie. Betty Smith was absent. <br /> <br />Mayor Keller recognized March 13-20 as National DeMo1ay Week and welcomed <br />a group of DeMolays from DeMolay District 7, introducting Chip Cross, Master <br />Councilor. They were in attendance to watch local government in action. He <br />welcomed them and extended a greeting of hoping their celebration during the <br />week would be excellent. <br /> <br />Mayor Keller recognized Lane County Commissioner Archie Weinstein. Mr. <br />Weinstein indicated he was appearing as an individual and as a Lane County <br />Commissioner. He expressed concern over a recent news article, citing City <br />Manager, in which a concern was expressed regarding delay in resolution of items <br />needing both county and city action because of the reorganization plans now <br />going on in the county government. He felt he had already been found guilty <br />of noncooperation with the Eugene City Council. He cited the letter which <br />had been addressed to Mayor Les Anderson in November 1976, in which he ex- <br />pressed a desire for a meeting between the new Lane County Commissioners <br />and the Eugene City Council. He said, to date, that meeting had not taken <br />place. He noted this had shown a desire on the part of the Commissioners to <br />cooperate with the Eugene City Council, citing also the cooperative agreement <br />with the Metropolitan Sewer Policy Plan. He asked the City Council and Mayor to <br />refrain from any fears that they would get no cooperation from the Lane County <br />Government officials. He expressed a concern that the Lane County government <br />officials be given a trial period, and again expressed the feeling that he did <br />not want to be pre-judged on non-cooperation with the City government. <br /> <br />Commissioner Jerry Rust was recognized by Mayor Keller. Mr. Rust noted he <br />wanted to let the City Council know that he felt cooperation between the two <br />governments was necessary and was ready to work together. Mayor Keller expressed <br />appreciation at the offer of cooperation expressed by the two County Commissioners. <br /> <br />I. Public Hearings <br />I-A-2 Liquor Licenses <br />1. Skipper's Fish and Chips Chowder House, adjacent to 1602 Coburg <br />Road (new restaurant); SafeCo Corporation, Duane Steinburg <br />Manager reviewed the OLCC report which indicated there was <br />one objector and two nonobjectors in the neighborhood for the <br />applied license.
