<br />. <br /> <br />l-^-l <br /> <br />- <br /> <br />I-^-l <br /> <br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />April 25, 1977 <br /> <br />Adjourned meeting from April 11, 1977 of the Common Council of the City of Eugene, <br />Oregon, was called to order by His Honor Mayor Gus Keller at 7:30 p.m. on April 25, <br />1977, in the Council Chamber with the following Council members present: D. W. <br />Hamel, Torn Williams, Ray Bradley, Jack Delay, Scott Lieuallen, Brian Obie, and <br />Betty Smith. Eric Haws was absent. <br /> <br />I. PUBLIC HEARINGS <br /> <br />A. Liquor License: Hatch Cover Restaurant, Inc., of Eugene (DA, new <br />outlet); SE corner Tax Lot 1901 on Country Club road; John A. Costello <br />Manager reviewed OLCC report. The owner of the property for this <br />liquor license outlet owns all surrounding area property, thus no <br />interviews were conducted and no objectors were recorded. Staff <br />had no objections. <br /> <br />Public hearing was opened. <br /> <br />Bob Cochran, 1908 Carmel, represented the owners of the Hatch Cover <br />Restaurant, and was available to answer questions. <br /> <br />Public hearing was closed, there being no further testimony presented. <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, to approve and forward <br />to the OLCC the liquor license application. Motion carried <br />unanimously. <br /> <br />B. Gilham Road Paving Project, Beltline to Crescent <br />Recomended by Public Works Department, maps distributed to Council. <br />Bert Teitzel, City Engineer, explained the proposed paving of Gilham <br />Road to Beltline to Crescent would be to provide a 46-foot roadway <br />with sidewalks, curbs, bicycle lanes, two travel lanes, and a two-way <br />center left-turn lane. The major need was for safe bicycle and <br />pedestrian facilities over Beltline and north to Cal Young Junior High <br />School. Increasing development to the north was resulting in higher <br />volumes of traffic which make the existing situation worse in terms of <br />auto-bicycle-pedestrian conflicts. The proposed on-street striped <br />bicycle lanes would provide a safe bike route all the way from Cal <br />Young Road to Crescent Street, as called for in the Bikeway Master <br />Plan. Total cost was estimated at $160,000, with the assessed value <br />of $91,000 to property owners and the City.s assessed cost $69,000. <br /> <br />Mr. Teitzel noted a staff hearing was held March 17, 1977 with property <br />owners to describe the property and to answer questions. The main <br />concerns were as follows: 1) property assessment; 2) bikeways <br />and lack of parking; and 3) traffic volumes and speeds.
