EUGENE CITY COUNCIL <br /> August 10, 1977 <br /> Adjourned meeting from July 27,1977 of the City Council of the City of Eugene, <br /> Oregon, was called to order by His Honor Mayor Gus Keller at 11:30 a.m. on August 10, <br /> 1977, at the King's Table, Oakway Mall, with the following Council members present: <br /> Eric Haws, D. W. Hamel, Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smith. <br /> Councilors Tom Williams and Ray Bradley were absent. <br /> I. Items from Mayor and Council <br /> A. Budget Levy Election--Mayor Keller commended City Council and other <br /> community citizens for their effort in the budget election Tuesday, <br /> August 9. He also was proud of the decision by the Budget Committee <br /> for the use of one-half million dollars of Revenue Sharing funds to <br /> offset the levy. <br /> Mr. Obie expressed his thanks to the many people involved in the recent <br /> election, and requested Mayor Keller write letters on behalf of the <br /> City Council expressing thanks and appreciation for their efforts. <br />e B. Update of Tax Base--Mr. Obie requested staff to study the possibility <br /> of updating the tax base, noting it might be in the community's best <br /> interest to avoid the thousands of dollars spent on special elections <br /> on budget levies. Manager replied staff would start by exploring the <br /> experience of other cities and bring report back to Council for further <br /> consideration. <br /> C. Tree Cutting--Mr. Obie noted his request to the Planning Department <br /> for a proposed amendment regarding tree cutting. Manager replied <br /> Ed Smith, Parks and Recreation, had contacted the developer in the <br /> South Hills, regarding the tree cutting incident which had generated <br /> the community's interest. The developer stated he would not be cut- <br /> ting any more trees in the area except those necessary for a public <br /> right-of-way. He noted Mr. Saul was working on a proposal for a <br /> subdivision regulation amendments. <br /> Jim Saul, Planning Department, said staff was looking at a number <br /> of options, which would include a revision of the subdivision regu- <br /> lations and the tree-cutting ordinance. He noted it would be reviewed <br /> by Planning Commission before coming to City Council. However, <br /> he cautioned Council it would not be easy, noting Council needed tv <br /> apprise the existing situation and whether it warrants additional <br /> expense. He said the possible amendment could entail major private <br /> and public costs, requiring a serious look at whether the need warrants <br /> that kind of expenditure. <br />e <br /> 8/10/77--1 <br /> "01 <br />
