<br />e It was consensus of the Council to have such a report presented <br /> August 17. <br /> Mr. Obie requested Planning Department define the geographic area of <br /> concern so Council would be able to move ahead with the moratorium. <br /> D. Deer Poachers in Hawkins Heights Area--Mr. Obie brought to Council's <br /> attention deer poaching occurring in the Hawkins Hills Park area, <br /> with extended activity over the last week. He requested assistance <br /> from the news media in alerting people to the dangers involved in <br /> poaching, hoping that perhaps by realizing the dangers, they would <br /> either quit or move further out of the city. <br /> E. Tree Cutting in South Hills--Mr. Obie noted Ray Wiley had entered <br /> the meeting and would like to present some remarks on behalf of the <br /> citizens in the South Hills area. <br /> Ray Wiley, 2100 Shields, said people who had purchased homes in <br /> that area had done so because of the environment, noting specifi- <br /> cally the trees and wooded forest in the area. They thought they <br /> were being protected by the tree-cutting ordinance, the South Hills <br /> Study, and commitment of City Council that it wanted to maintain <br /> the rim of trees around the city. The problem first came to the <br /> citizens' attention when 28th and 29th avenues were developed and <br /> all marketable trees were cut out of the area. However, when the <br /> citizens saw in Staff Notes of the Planning Department regarding <br />e the 3rd Addition to Panorama a stipulation requiring prior approval <br /> for cutting of trees outside of the right-of-way, they felt they <br /> were protected from a major logging operation. They were very sur- <br /> prised to find those trees being logged off recently. It was then <br /> they found that after the lots were developed and houses sold that <br /> this particular stipulation applied--after all the trees were gone. <br /> He felt the City needed to encourage responsible development in the <br /> treed areas of Eugene. He noted that in some developments where trees <br /> had been left, property was more valuable. He suggested Council look <br /> toward that kind of development in the South Hills in the future. <br /> Mr. Lieuallen questioned whether the trees removed in this develop- <br /> ment had been done just to sell the timber. Mr. Obie replied yes. <br /> He said the philosophical question involved whether an individual <br /> would be a developer or a logger. <br /> F. Budget Election--Ms. Smith asked for special recognition and thanks <br /> to Rosalie Lemert, chairman of the Better Eugene Committee, who worked <br /> very hard on promoting the budget levy election. <br /> G. Proclamation of Budget Election--Mayor Keller proclaimed the outcome <br /> of the budget election held August 9, 1977, on Measure No. 51 <br /> authorizing $5,488,294 general tax outside limitation. Total vote <br /> yes for Measure No. 51 was 4,702; total vote no against the measure, <br /> 2,104. <br />e <br /> bm 8/10/77--3 <br />
