<br />. <br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br /> September 14, 1977 <br />e <br /> Adjourned meeting from September 12, 1977 of the City Council of the City <br /> of Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at <br /> 11:30 a.m. on September 14, 1977 at King's Table, Oakway Mall with the <br /> following Council members present: Eric Haws, D. W. Hamel, Jack Delay, <br /> Scott Lieuallen, Brian Obie, and Betty Smith. Tom Wiliams and Ray Bradley <br /> were absent. <br /> I. Items from Mayor and Council <br /> A. City of Hartford Memorandum--Mr. Delay called Council's attention <br /> to a memorandum, a copy of which was on file in City Manager's office. <br /> If related to their Community Development Block Grant Program, a <br /> comprehensive economic development strategy, and a description of <br /> the Energy Conservation Corporation. <br /> B. Northwest Energy Policy Project--Mr. Delay informed Council of an <br /> informal roundtable discussion on same that would be held September <br /> 20, 7 p.m., Eugene Hotel. <br /> C. Prostitution Problem--Mr. Delay was disturbed at the recent news <br /> accounts of the Police Department's activities against prostitutes <br />e in Eugene. He said it appeared the emphasis was being placed on <br /> the prostitutes themselves, and under the Eugene City Code both <br /> parties are violators. He was not comfortable with the process <br /> where one class and not the other was being prosecuted. Assistant <br /> Manager responded the cases have been presented to the District <br /> Attorney's office for all persons involved in violation of the law. <br /> It has been very explicit that both parties be dealt with and that <br /> has been the basis of the Police Department's actions. Stan Long, <br /> City Attorney's office, said that prior to this most recent episode, <br /> the City had in an earlier effort brought cases against all parties. <br /> , There was a court ruling that made some of those cases difficult <br /> to successfully prosecute. He said Council would be receiving an <br /> amendment addressing that problem in the near future. <br /> Mr. Haws said he would like more information regarding what is gOing <br /> on, noting that history might show that the City is wasting its time <br /> and money. He requested information as to: (1) what it is the City's <br /> doing; (2) why it is happening; (3) who decided to do it, and (4) how <br /> much it is costing. Assistant Manager replied he had 40 pages of <br /> reading material he was attempting to condense for Council. It <br /> appeared that unless this sort of street'problem was dealt with, there <br /> could be a major deterioration, i.e., other serious crimes.
