Loan Agreement by which Three Agencies Support Matching 25% for Grant-- <br /> Memo and agreement distributed. <br /> Manager noted this would authorize the City's matching suppcrt, with <br /> the percentage based en usage as set out in the jCint power agreement <br /> signed by the three jurisdicticns. He introduced Mr. William Pye, <br /> Manager, Metropolitan Wastewater Commissicn, whc was available tc <br /> answer questions. <br /> Mr. Haws questioned the basis for the percentage, whether it was on <br /> actual usage, or potential usage, as he wanted to be sure the City did <br /> not pay for more than its fair share. Mr. Pye replied it was based on <br /> the agreement forming the Wastewater Management COllll1ission, referring to <br /> Section XIII--"the administrative .or other expenses of the CClll11issien <br /> pricr to the adcption of a financial plan and receipt of revenues there- <br /> from shall be borne 63 percent by Eugene, 24 percent by Springfield, <br /> and 13 percent by Lane Ccunty, subject to bUdgetary limitations .of the <br /> governing bodies." The 25 percent being requested from the City of <br />e Eugene is its share of the first nine months' estimated cost .of waste <br /> treatement facilities planning. The City will be paid back its invest- <br /> ment by the direct sale of bonds at a later date. <br /> Ms. Smith noted'the Springfield City Council had apprcved the agreement <br /> Monday and the Lane County COlll11issioners had approved it Tuesday. Mayc r <br /> Keller noted the .original agreement had been set up on a population basis <br /> and implemented also as to what the suggested plant cculd handle. <br /> Res.
