However, staff could draft proposals and recommendations to <br /> bring back to Council. <br /> Mayor Keller said he would appoint a City Council member to work <br /> with staff to prepare a proposal for dealing with rate regulations. <br />II. ESATS--Initia1 Discussion--Memo and. Table distributed <br /> Manager said at this stage, the discussion will center around two aspects: <br /> 1) the proposed process for review of the ESATS matter; and 2) the <br /> content of the major elements of the study to date. He said actual <br /> report would be distributed in about two weeks. <br /> Jim Farah, Planning Department, reviewed the proposed process. He said <br /> the first thing to emphasize was the July 1, 1978 adopted deadline was <br /> semi-imposed by the Federal Department of Transportation. Everything was <br /> keyed from that date. In order to meet the requirements to receive funds <br /> for transportation-related projects, it was necessary to have a long-range <br /> adopted plan. He said the first review by elected officials of the <br /> plan would be in late October. In early November, a joint briefing <br /> will be held between the two city councils, the County Commissioners, <br /> and the three local planning commissions. From mid-November to January, a <br /> wi~espread public discussion will be held with input from neighborhood <br /> groups and various interested organizations in the city. In early <br /> January, a joint meeting of the three planning commissions will be held e <br /> to receive public testimony, and there could be other public hearings <br /> set up at the discretion of the Eugene Planning Commission. In mid- <br /> February, the recommendations will come to the City Council, at which <br /> time it can receive further pUblic input. In mid-March, the City Council <br /> will be asked to make a recommendation to the Metro Area Transportation <br /> . Commi ttee. Between March and May, ratification by Springfield and Eugene <br /> councils and Lane County Commission is scheduled, with ultimate rati- <br /> fication from the L-COG board. He noted there would be many meetings and <br /> it might be difficult to maintain the schedule. He said the schedule was <br /> simply a reference point to see if the plan was on target. In response to <br /> a question by Mr. Delay, Mr. Farah said the 30 days between June 1 and <br /> July 1 would be adequate time to prepare the required federal documents. <br /> Ms. Smith requested staff prepare a written month-by-month outline that <br /> had just been presented with review and action target dates indicated. <br /> Mr. Farah said that could be done. <br /> Dave Reinhard, Transportation, discussed the main elements of the plan. <br /> In reviewing the major elements of the process, he noted two years <br /> ago, the City Council had evaluated conceptual alternatives and adopted <br /> some general goals to set the direction for preparing the transportation <br /> . <br /> 10/12/77--4 <br /> l1Co <br />
