<br />. <br /> <br />e <br /> <br />, ~ <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />April 19, 1978 <br /> <br />Adjourned meeting from April 12, 1978, of the City Council of the City of Eugene, <br />Oregon, was called to order by His Honor Mayor Gus Keller April 19, 197B, at <br />11:30 a.m., King1sTable, Oakway Mall, with the following Councilors present: <br />D. W. Hamel, Eric Haws, Jack Delay, Scott Lieuallen, and Betty Smith. Councilors <br />Ray Bradley, Tom Williams, and Brian Obie were absent. <br /> <br />I. Items from Mayor and Council <br /> <br />A. Joint Meeting Re: T-2000 Plan--Assistant Manager noted a joint <br />meeting among elected officials regarding areas of concern will be <br />held Thursday, May 18 at 7:30 p.m. A note reminding Council of the <br />meeting will be sent out indicating location. <br /> <br />B. League of Oregon Cities Regional Meeting--Eugene will be host for <br />meeting to be held Tuesday, May 16 at the Eugene Hotel. Scheduled <br />items include: From 1 to 4 p.m., concurrent workshops regarding <br />finances, budgeting, City Council training sessions, and risk manage- <br />ment. From 4 to 6 p.m. will be an open forum discussion followed <br />by a no-host dinner with an update on Home Rule, annexation, task <br />forces, and upcoming legislation. It was requested Councilors please <br />notify Jerry Runyan in the City Managerls office of their intent to <br />attend. <br /> <br />. I <br /> <br />II. Conflict of Interest--Memo distributed 4/17/78. <br /> <br />Assistant Manager said Attorney recommendations for an ordinance to <br />deal with definitions as explained in the memo were in order; also an <br />ordinance should be considered by Council to deal with the disposal of <br />surplus property. He said Council could look at prohibiting City Council <br />or City employees from purchasing such surplus property from the City, but <br />a concern was raised regarding methods to circumvent such a prohibition. <br />It was recommended the best alternative might be to establish an open <br />procedure. <br /> <br />It was the consensus of Council that an ordinance dealing with <br />definitions and open procedures for public sale of City surplus prop- <br />erty be drafted by staff, with Council consideration at its <br />May 3 meeting. <br /> <br />III. Residency Requirements for Boards/Commissions--Ordinance distributed. <br /> <br />Assistant Manager said the proposed ordinance provided that the Council <br />should appoint or confirm only city residents to boards, commissions, or <br />committees.
