Conflict of Interest--Memo distributed 4/17/78.

Assistant Manager said Attorney recommendations for an ordinance to
deal with definitions as explained in the memo were in order; also an
ordinance should be considered by Council to deal with the disposal of
surplus property. He said Council could look at prohibiting City Council
or City employees from purchasing such surplus property from the City, but
a concern was raised regarding methods to circumvent such a prohibition.
It was recommended the best alternative might be to establish an open
procedure.

It was the consensus of Council that an ordinance dealing with
definitions and open procedures for public sale of City surplus prop-
erty be drafted by staff, with Council consideration at its
May 3 meeting.

III. Residency Requirements for Boards/Commissions--Ordinance distributed.

Assistant Manager said the proposed ordinance provided that the Council
should appoint or confirm only city residents to boards, commissions, or
committees. Further, if during the term of appointment, that member
411' should cease to be a resident of the city, the position would be

4/19/78--1

2b5
