<br />Mayor Keller noted the importance of the passage of this measure, and <br />thanked Mr. Jones for his presentation. <br /> <br />- <br /> <br />III. Residency on Boards/Commissions/Committees <br /> <br />Ordinance distributed to Council. Manager said the present Council <br />bill reflects changes requested by the Council in that a termination of <br />appointment would occur if a person became a nonresident, as soon as <br />a qualified replacement is designated. Second, a pOlicy statement is <br />included that members of all boards, commissions, and committees of <br />the City created by ordinance or resolution would be residents unless <br />expressely waived by Council. Present nonresident membership on boards <br />and commissions would be allowed to serve their terms to the end of 1978. <br /> <br />Mr. Lieuallen wondered the reasoning behind extending the terms of office <br />to the end of 1978. Mr. Hamel and Mr. Bradley had been designated as a <br />subcommittee to present a plan to Council. Mr. Hamel said it was his firm <br />conviction that any member of any board or commission who became a nonresi- <br />dent should immediately vacate his position. However, Mr. Bradley wanted <br />to allow non-residents to complete the term of office. As a compromise, <br />it was decided to allow the present nonresident membership to serve terms <br />through the end of 1978. <br /> <br />e <br /> <br />Mr. Lieuallen suggested two changes: 1) To delete the section contain- <br />ing words to allow nonresidents to serve terms to the end of 1978; and <br />2) to place a time limit on the amount of time the Council would take to <br />appoint replacement, suggesting two or three months. He recognized the <br />problem in trying to replace those who are currently nonresidents, and <br />wondered how many were involved. Manager said there were ten. He noted <br />for Mr. Lieuallen the difficulty in finding resident applicants for some <br />specialty boards. He believed the suggestion for allowing those to remain <br />to the end of 1978 had been decided in a February Council meeting. <br /> <br />Mr. Lieuallen thought that perhaps a distinction could be made between <br />those specialty boards wherein a difficulty exists in finding resident <br />applicants, and such boards as the Library Board and the Airport Board. <br />He noted the latter two were directly involved in serving the City of <br />Eugene and spending City funds. <br /> <br />Mayor Keller felt the major concern was regarding the Library Board. <br />However, he noted the difficulty in trying to find people who lived in <br />Eugene who;,f,it ~he category and are willing to serve. <br /> <br />Mr. Obie said since the Council had asked two City Councilors to come back <br />to Council with a proposal, that a compromise had been presented, he felt <br />it was encumbent upon Council to act. He said the compromise may not be <br />perfect but thought it would work and felt enough time had been spent <br />talking about this issue. <br /> <br />Mr. Haws moved, seconded by Mr. Delay, to amend the proposed <br />ordinance in Section 2 to allow nonresidents to serve their <br />terms to July 1, 1978. <br /> <br />e <br /> <br />5/3/78--3 <br /> <br />308 <br />
