W. Hamel, Ray Bradley, Tom Williams, Eric Haws, Jack Delay, Scott Lieuallen,
Brian Obie, and Betty Smith.

I. Items from Mayor and Counci 1

A. Sacred Heart Parking Structure--Mr. Delay mentioned that a very
constructive meeting was held May 16 regarding issues involved
in the parking structure at Sacred Heart.

B. Eugene Citizens for Human Rights Mailing--Mr. Williams received
in the mail some material from the Eugene Committee for Human
Rights, proponents of passage of the Gay Rights amendment. He
said that he was quoted incorrectly and that he needed to set
the record clear. He had hoped to avoid comment on Ballot Measure 51
but he said that he has been quoted in a way that suggests he is in
support of the ordinance. He said that could not be farther from the
truth, and he feels that the intent is to deceive the voters of
Eugene. That he is the target is offensive to him, and the tactics
used must bring into question whether other arguments the Eugene
Citizens For Human Rights group has used are also misleading. He said
that at the time it came before Council, he was not a supporter of the
measure nor did he vote for it nor does he support it today.

C. League of Oregon Cities Meeting--Ms. Smith noted a Council training
session was held at the League of Oregon Cities regional meeting
on May 16. She also said that one item for discussion at the
meeting was the OLCC reorganization meeting to be held May 19 at
3:30 p.m. She felt Council members could express their concerns
at that time. Manager noted he would schedule 15 or 20 minutes
at another Council meeting for discussion of the OLCC reorganization.

D. Field Burning Negotiations--Assistant City Manager said that dis-
cussions on field burning have probably reached a successful
conclusion. Both sides are moving toward final agreement in good
fa i th . '

. 5/17/78--1

35..,.
