<br />- <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />May 31, 1978 <br /> <br />Adjourned meeting from May 24, 1978, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 11:30 <br />a.m., May 31, 1978, King's Table, Oakway Mall, with the following Councilors <br />present: Ray Bradley, Tom Williams, Eric Haws, Jack Delay, Scott Lieuallen, <br />Brian Obie, and Betty Smith. Councilor D. W. Hamel was absent. <br /> <br />e <br /> <br />I. Items From Mayor and Council <br /> <br />A. Elections, June 27--Ms. Smith noted the fliers regarding the civic <br />center bond measure for the budget election. Copies are available <br />for Councilors to distribute. She also reminded Council of the <br />Budget Committee meeting Friday, June 2, in the McNutt Room. <br /> <br />B. Status of Metro Plan Update--Mr. Lieuallen requested same. His <br />major concern regarded the urban service boundary. Mr. Bradley <br />said Gary Chenkin, Project Director, is in a position to give a <br />status report to Council any time in June. June 28, the plan will <br />be available to the jurisdictions, but it will not have the urban <br />service boundary diagram included. That process will start in late <br />June or early July. <br /> <br />It was affirmed by Council that Mr. Chenkin would be requested to <br />present his report June 14. <br /> <br />C. Council Goal Session--Manager said the June 9 date was in question, <br />as it was impossible to find a facilitator. Council will decide at <br />Wednesday's June 7 meeting on a later date for the Council Goal <br />Session. <br /> <br />D. Field Burning--Stan Long, City Attorney, reviewed a four-page memo- <br />randum distributed to Council summarizing developments following last <br />Wednesday's presentation. The City presented its report to the EQC <br />meeting Friday, with the EQC acting on the matter that day. He said <br />staff felt it appropriate for the City Council to forward comments to <br />the EPA to formally notify them of the City's position on the EQC <br />Control Strategy. The Commission basically accepted essential <br />points which dealt with backburning, smoke management, moisture <br />control, and acreage release systems, with some modifications in the <br />three areas. They proposed a moisture control limit of 15 percent on <br />straw; City urged a limitation of 12 percent, which was adopted by <br />amendment during the hearing. The Commission added a requirement that <br />this limitation would be waived if it appeared that more than half <br /> <br />- <br /> <br />5/31/78--1 <br /> <br />~6' <br />
