<br />e <br /> <br />e <br /> <br />e <br /> <br />M <br /> <br />In response to a question from Mr. Lieuallen, Mr. Long said he did <br />not see many diffi cul ti es in enforcement. He said there are thos'e <br />who are irresponsible, but he thought that most of the seed farmers <br />were responsible and will obey the law. They may challenge it in <br />court, but will eventually abide by the law. Regarding the moisture <br />control, he said this would be difficult to enforce. It will depend <br />on voluntary compliance and examples made of those who do not comply. <br /> <br />Mr. Bradley moved, seconded by Mr. Delay, to approve the <br />report. <br /> <br />Mr. Delay said he thought it important that Council recognize it has <br />entered a new era in terms of dealing with this problem. The negoti- <br />ations and discussions resulting in this program are much more rea- <br />sonable, rational, and Objective in dealing with the situation. He <br />said this was a way to deal with the air quality problem wtHh the <br />participation of major contributers to that problem. He felt the <br />main difficulty that had worked against the City and seed growers in <br />coming to an agreement was the limited time. Also, he said Council <br />should not feel at odds with the industry to the extent that has been <br />.evidenced in the past. As this interim solution shows, the groups can <br />cooperate. <br /> <br />Vote was taken on the motion which carried unanimously. , <br /> <br />F. CDC Finalists--Votes were taken for interviewing the finalists, for <br />three vacancies on the CDC Committee. Those selected were: Rosemary <br />Boss. 1730 Minda Drive; Gary DuTell, 1940 East 28th; Douglas Keep. <br />2908 McKendrick; Ellen Maddox, 2570 Van Ness; Dewey Newman, 2040 <br />Hawkins Lane; Jan Newton, 1332 Lawrence; David Raines, 2245 Monterey; <br />and Jonathan Stafford, 1060 Madison. Interviews will be held Wed- <br />nesday, June 14, 4:30 p.m. in the McNutt Room. <br /> <br />G. Minorities Commission--Memo from Council President and Vice President <br />regarding appointments distributed. <br /> <br />II. <br /> <br />Mr. Haws moved, seconded by Ms. Smith, to approve the appoint- <br />ments: Elizabeth Yasuda, 2206 Patterson, for a term ending <br />1/1/81; Leroy George, 1606 Columbia, for a term ending 1/1/80; <br />alternates Victoria Wallace, 2133 Kincaid; and Chip Lazenby, <br />1630 High Street. Motion carried unanimously. <br /> <br />Human Rights Staffing, 1978-79 Budget Priority No. 61--Memo distributed. <br /> <br />Manager noted this item had been deleted by the Budget Committee, with <br />agreement by Council at a meeting two weeks ago to discuss at this time. <br />One of the concerns is circumventing the traditional budget procedure. <br />Assistant Manager noted the situation before Council was that it needed <br />to consider either restoring a position or making a major revamp of the <br />organizational structure of the commissions.
