<br /> ----- <br /> ~ <br /> .- <br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br /> June 21, 1978 <br /> - <br /> Adjourned meeting from June 14, 1978, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 12:15 p.m., <br /> June 21, 1978, King's Table, Oakway Mall, with the following Councilors present: <br /> D. W. Hamel, Tom Williams, Eric Haws, Jack Delay, Scott Lieuallen, Brian Obie, <br /> and Betty Smith. Councilor Ray Bradley was absent. <br /> I. Items from Mayor and Council <br /> A. Adoption of T-2000 Plan--Mayor Keller said the final adoption of the <br /> plan is something that Council should be very proud of, and expressed <br /> pride in Council's favorable action. He especially commended Jim <br /> Farah, Dave Reinhard, and Ollie Sno~den for the super job they had <br /> done in assisting ing Council. He thanked staff very much for their <br /> support in responding to Council's concerns and questions in a very <br /> appropriate manner during the lengthy adoption process. <br /> B. City Manager's Absence--City Manager will be out of town Thursday and <br /> Friday, June 22 and 23. Assistant City Manager will be in charge. <br /> C. Endorsement of City Budget--Manager announced endorsement by the <br /> Eugene area Chamber of Commerce at its most recent Board meeting. <br /> e D. Special Budget Committee Meeting--Manager noted that if the City <br /> budget were not approved June 27, a special Budget and Council <br /> meeting would be scheduled Thursday, June 29, 1978, 7:30 p.m., McNutt <br /> Room, to prepare for an August 8 election. <br /> E. ESP-Westmoreland Park Project--Manager noted distribution of a memo <br /> regarding same, answering some of Mr. Lieuallen's concerns. <br /> F. Introduction of New Intern in City Manager's Office--Fred Minardi, <br /> University of Oregon student in CSPA, was introduced as new intern. <br /> II. Affirmative Action Report--Memo and report distributed. <br /> Vicki Simmons, Employment Development Specialist, said the report had <br /> been divided into two parts: Volume I--The Affirmative Action Report; <br /> and Volume II the Human Rights Report. Volume I was prepared by the <br /> Personnel Department and analyzed the City's statistical progress towards <br /> 1981 and long-range employment goals. It indicated the City made modest <br /> gains in opportunities for females, handicapped/disabled individuals, <br /> aged, and youth during the reporting year. Comparing Eugene's progress <br /> in employee affirmative action regarding income gap, Eugene female actual <br /> salaries were 73.3 percent of the male actual salaries, versus the <br /> national figure of 57 percent.
