<br /> '- <br /> 1 <br /> MINUTES <br /> -- EUGENE CITY COUNCIL <br /> July 26, 1978 <br /> Adjourned meeting from July 24, 1978, of the City Council of the City of Eugene, <br /> Oregon, was called to order by President D.W. Hamel at 12:00 noon, July 26, 1978, <br /> King's Table, Oakway Mall, with the following Councilors present: Tom Williams, <br /> Eric Haws, Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smith. Mayor <br /> Gus Keller and Councilor Ray Bradley were absent. <br /> I. Items from Mayor and Council <br /> A. Ballot Measure 6--Mr. Obie felt it would be prudent and responsible <br /> for Council to have an opportunity to discuss the possible effects and <br /> impact on the community if the measure to limit taxes were passed. <br /> Assistant Manager said the staff is beginning the process of preparing <br /> a draft for an approach to the problem. He noted there were a <br /> series of complex issues and recognized the City Council would like to <br /> be publicly involved. Attempts' are being made to determine the <br /> definition of the ballot measure and to estimate its effect on assessed <br /> value in the community. Staff is working in a multitude of arenas; <br /> the Technology Coordinator is visiting with City Managers in California <br /> to gain information and staff is seeking legal opinions. Staff wi 11 <br /> e prepare several scenarios for Council consideration including how to <br /> deal with expenditures and appropriations. He noted hopefully that <br /> the information is to be available in early September and perhaps could <br /> be a discussion item for the Council goal study session September 15. <br /> B. Budget Campaign--Mr. Hamel said the Better Eugene Committee is seeking <br /> volunteers to label flyers Friday, July 28, in the McNutt Room from <br /> 8:00 a.m. to 4:00 p.m.. Also they would like volunteers to do phoning <br /> from 5:15 to 8:00 p.m. August 8. Persons interested should contact <br /> Kathryn Cox, 687-3507. <br /> C. Experimental Burn at Mahlon Sweet Field--Assistant Manager said the <br /> . burn was to begin this morning. It was hoped there would be some <br /> burning during the rest of the week, depending on weather conditions. <br /> Councilors interested (Hamel, Delay, Smith, and Lieuallen) will be <br /> notified when the burns are occurring. <br /> D. Civic Center Consultant--Assistant Manager noted the City had retained <br /> David Scott, Washington State University School of Architecture, as a <br /> consultant to work with the Council on architectural selection. It <br /> was suggested the Council schedule Friday evening, August 25, and <br /> Saturday, August 26, for the interviewing of finalists. I t was hoped <br /> at the Monday, August 28, Council meeting Council could make its final <br /> decision.
