<br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br />- October 11, 1978 <br /> Adjourned meeting from October 9, 1978, of the City Council of the City of <br /> Eugene, Oregon, was called to order by President D. W. Hamel, October 11, <br /> 1978, 11:30 a.m., King's Table, Oakway Mall, with the following Councilors <br /> present: Ray Bradley, Eric Haws, Jack Delay, Scott Lieuallen, Brian Obie, <br /> and Betty Smi th. Mayor Gus Keller and Councilor Tom Williams were absent. <br /> 1. Items From Mayor and Council <br /> A. Assessment Panel Hearing--Scheduled Monday, October 16, 1978. Jack <br /> Delay will replace Eric Haws. Mr. Haws was challenged by A & X, Inc., <br /> who have an appeal to be heard. <br /> B. Inter-Governmental Taxation Study--Memo distributed. A request <br /> for proposals had been prepared by the Bureau of Governmental <br /> Research. The proposals would form a basis for proceeding with the <br /> project. The study committee will be meeting October 30 to consider <br /> some of the assumptions prepared by the Research Bureau. These <br /> assumptions would be very significant in determining the results of <br />- the study. Council action is requested to designate an elected <br /> official to serve continuously on the committee for the duration of <br /> the study. Mayor Gus Keller is willing to serve. <br /> Mr. Bradley moved, seconded by Mr. Delay, to appoint Mayor <br /> Keller to the Inter-Governmental Taxation Study Committee <br /> as the City's elected representative. Motion carried <br /> unanimously. <br /> C. CETA Program Agent--Ms. Smith reported the County Commissioners had <br /> approved, by a 2:1 vote, the City's request for a 3D-day extension of <br /> the contract. <br /> D. Apology to Lane County Commissioners--Mr. Obie apologized for a <br /> past statement, and said he now expected full cooperation from the <br /> Commissioners with the City. <br /> E. Civic Center Project--Mr. Obie requested information from staff as to <br /> the progress on the building of a hotel or convention center relative <br /> to the Civic Center Project. Manager noted tax limitation measures <br /> for the November 7 election may be impediments. It may impair the <br /> capacity of tax increment funding and, thus, might be creating hesi- <br /> tancy on the part of developers. <br /> A report will be distributed to Council October 25. <br />e <br /> 10/11/78--1 <br /> ~1S <br />
