M I NUT E S EUGENE CITY COUNCIL - October 11, 1978 Adjourned meeting from October 9, 1978, of the City Council of the City of Eugene, Oregon, was called to order by President D. W. Hamel, October 11, 1978, 11:30 a.m., King's Table, Oakway Mall, with the following Councilors present: Ray Bradley, Eric Haws, Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smi th. Mayor Gus Keller and Councilor Tom Williams were absent. 1. Items From Mayor and Council A. Assessment Panel Hearing--Scheduled Monday, October 16, 1978. Jack Delay will replace Eric Haws. Mr. Haws was challenged by A & X, Inc., who have an appeal to be heard. B. Inter-Governmental Taxation Study--Memo distributed. A request for proposals had been prepared by the Bureau of Governmental Research. The proposals would form a basis for proceeding with the project. The study committee will be meeting October 30 to consider some of the assumptions prepared by the Research Bureau. These assumptions would be very significant in determining the results of - the study. Council action is requested to designate an elected official to serve continuously on the committee for the duration of the study. Mayor Gus Keller is willing to serve. Mr. Bradley moved, seconded by Mr. Delay, to appoint Mayor Keller to the Inter-Governmental Taxation Study Committee as the City's elected representative. Motion carried unanimously. C. CETA Program Agent--Ms. Smith reported the County Commissioners had approved, by a 2:1 vote, the City's request for a 3D-day extension of the contract. D. Apology to Lane County Commissioners--Mr. Obie apologized for a past statement, and said he now expected full cooperation from the Commissioners with the City. E. Civic Center Project--Mr. Obie requested information from staff as to the progress on the building of a hotel or convention center relative to the Civic Center Project. Manager noted tax limitation measures for the November 7 election may be impediments. It may impair the capacity of tax increment funding and, thus, might be creating hesi- tancy on the part of developers. A report will be distributed to Council October 25. e 10/11/78--1 ~1S
