<br /> ,..-, <br />, <br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br />e October 23, 1978 <br /> Adjourned meeting from October 11, 1978, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Gus Keller October 23, <br /> 1978, 7:30 p.m., in the Council Chambers, with the following Councilors present: <br /> D.W. Hamel, Ray Bradley, Tom Williams, Eric Haws, Jack Delay, Scott Lieuallen, <br /> Brian Obie, and Betty Smith. <br /> I. Public Hearings <br /> A. Transportation Improvement Program <br /> Manager said adoption of the Transportation Improvement Program <br /> (TIP) is a step in the implementation of the T-2000 Plan which was <br /> adopted in June. The TIP is a series of improvements proposed by <br /> the various jurisdictions. The material has been distributed to <br /> Council, and the item was carried over from the October 9 meeting. <br /> Jim Farah; Planner, said Council would be pleased to hear the Federal <br /> Highway Administration and Early Mass Transit Administration had <br />-- indicated the City would be receiving, in the next few days, uncon- <br /> ditional certification for the T-2000 Plan. The TIP is required by <br /> Federal regulations as a step to receiving Federal funds for trans- <br /> portation projects. It was developed by staff and the Transportation <br /> Planning Committee. It is a series of short-range projects, a three- <br /> year element plan. The first element (annual element) is the most <br /> critical. Outlined in the element are the projects which staff feels <br /> most confident can proceed on a timely schedule. The other two <br /> elements are dependent upon a variety of conditions, the most impor- <br /> tant of which may be Federal funding for those projects. He noted <br /> any Council action on the TIP this evening would not preclude other <br /> public hearings on projects which are in the TIP but may not have been <br /> discussed in the T-2000 Plan. <br /> He noted distribution to Council of modifications of the original <br /> draft. The modifications are related primarily to transit projects. <br /> He said the transit projects had been shown in the years the Lane <br /> Transit District (LTD) intended to implement them. They should be <br /> shown in the year in which they intend to apply for Federal funds. He <br /> reviewed some of the Transit funding and said, in essence, the amend- <br /> ments moved some 'of the funding ahead, showing those allocations in <br /> the first fiscal year. Other changes reviewed were a project from <br /> Sentry's of Lane County maxi-taxi program, a door-to-door shopping <br /> service for senior citizens. He also noted the TIP, as adopted, <br /> should show a footnote at the bottom of page 7, keyed to the 30th <br />e <br /> 10/23/78--1 <br /> (,,83 <br />
