<br />i <br /> <br />.e <br /> <br />e <br /> <br />- <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />February 21, 1979 <br /> <br />Adjourned meeting from February 14, 1979, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 11:30 a.m. <br />on February 21, 1979, King's Table, Oakway Mall, with the following Council <br />members present: Jack Delay, Betty Smith, Eric Haws, Scott Lieuallen, Brian <br />Obie, Gretchen Miller, and Emily Schue. Councilor D.W. Hamel was absent. <br /> <br />I. Items from Mayor and Council <br />A. Airport Conditional Use Permit--Mr. Haws requested a status report. <br />Manager replied staff is preparing an appeal to LCDC. Lane County <br />and the Council will be notified when the appeal is filed. <br /> <br />B. Lane Economic Improvement Commission--Mr. Haws said the basis of <br />the Commission had been formed and several jurisdictions indicated <br />they would participate. There may be need for some budget money <br />before the end of this fiscal year from jurisdictions who wish to <br />participate. Manager had received from L-COG the minutes and some <br />indication of a hoped-for payment from the various jurisdictions. <br />He was not certain the Council had officially appointed a regular <br />representative. Mr. Haws noted there was some desire on the part <br />of L-COG to have a resolution passed by the jurisdictions that they <br />want to be members. He requested the item be placed on a future <br />agenda. Manager noted Council had passed a resolution a year ago <br />in support of the formation of such a commission. <br /> <br />It was consensus that Mr. Haws and Manager would meet to <br />collect information regarding the item to be sent to Councilors. <br /> <br />c. House Bill 2276--Mr. Haws noted a hearing scheduled February 27 <br />regarding whether or not the State should ban smoking in public <br />and work places. He wondered if Council should adopt a clean air <br />ordinance. He requested that this be placed on a future Council <br />agenda. He would like Council to support the bill, even though <br />the Legislative subcommittee has taken no position. <br /> <br />Carol Baker, Community Relations Director, said the bill asked <br />that smoking be banned in any room in which there will be a <br />public meeting one hour prior to the meeting time and no smoking <br />materials brought into the meeting room during recesses.
