<br />In subsequent discussion, Mr. Delay suggested deleting the word <br />"banning" and inserting "providing smoke-free environment through <br />whatever mechanisms necessary." Ms. Schue, with consent of the <br />second, agreed to insert that language in her motion. <br /> <br />The motion read: liThe City of Eugene supports a policy of provi- <br />ding a smoke-free environment through whatever mechanisms necessary <br />for public places, including work places, public meetings, restau- <br />rants, etc." <br /> <br />- <br /> <br />Vote was taken on the motion, which carried unanimously. <br /> <br />Ms. Schue requested that position be conveyed to Paget Engen before <br />the work session Thursday at 1:30. Mr. Delay requested, since this <br />was a policy statement of the City, that other City boards, commis- <br />sions, and committees be made aware of the policy. <br /> <br />C. Jet Boats on Willamette River--Mr. Lieuallen had reviewed correspon- <br />dence of various groups regarding the issue, and had reviewed the <br />goals regarding Greenway use. It seemed the State was saying that <br />unless the City does something, nothing will be done. Conversely, <br />the City was saying unless the State did something, nothing would be <br />done. He felt the Council had an obligation and the authority to take <br />action on the matter. He proposed Council take some action to regulate <br />the number and kinds of activities that take place from a dock that is <br />in the Greenway and within the city limits. He was not necessarily <br />proposing eliminating activities currently on the river, but wanted <br />Council discussion as to whether it should establish some city authority ~ <br />over activities and try to control others. ~ <br /> <br />Ms. Smith noted she had requested Council Assistants to prepare that <br />particular information for her. Other Councilors had not had the <br />advantage of reading that information. She felt it premature to ask <br />Council to further discuss and take action at this time, when other <br />Councilors had not had the opportunity to review the materials. She <br />requested that Mr. Lieua11en consider delaying until the staff and <br />Council had had time to review the material. <br /> <br />Mr. Lieua11en requested the item be placed on an agenda and <br />directed staff to circulate the materials to Council. <br /> <br />Mr. Delay requested that information be included as to who owns the <br />property, where the dock attaches to land, and who owns or regulates <br />objects that go into the river off public land. <br /> <br />D.
