<br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />April 18, 1979 <br /> <br />Adjourned meeting from April 11, 1979, of the Gity Council of the :ity of <br />Eugene, Oregon, was called to order by His Hono,r Mayor Gus f:eller., April 18, <br />1979, Council Chamber, 11:45 a.m., with the following Councilors present: <br />Jack Delay, Betty Smith, Eric Haws, Scott Lieuallen, Brian Obie, Gretchen <br />Miller, and Emily Schue. Councilor D.W. Hamel was absent. <br /> <br />I. Items from Mayor and Council <br /> <br />A. Lane Economic Improvement Commission (EIC)--Mr. Haws distributed a <br />memorandum on the EIC. He noted there would be a meeting of the EIC <br />tonight, 7 p.m., in the Commissioner's conference room. Ms. Miller <br />would represent the City at that meeting. <br /> <br />B. EPA 201 Program--Mr. Delay said that he would be in Washington, O.C. <br />next week testifying for the National League of Cities and the City <br />of Eugene at the House Appropriations Subcommittee hearing for the <br />EPA's budget on the 201 Program. <br /> <br />e <br /> <br />C. Air Quality--Mr. Delay expressed concern about a bill introduced in <br />the Senate by the Trade and Economic Development Committee dealing <br />with establishing some standards, criteria, and mechanisms for <br />dealing with air emissions and offsets, and banking these offsets. <br />He said this is a question which is undergoing study at National <br />and other levels. It has planning consequences for local communities. <br />The basic concept is that the plants that reduce emissions may be <br />able to bank them, and those rights be sold to other persons. It <br />raises new questions: 1) do they have rights to disturb the air <br />so that they should have any benefit from reducing the degree that <br />they pollute the air? 2) who would control it? 3) how do you deal <br />with the problem of a site that has been dragging its feet and not <br />improving its emissions? Do they get a larger site than those that <br />are cooperating with the community? These are serious questions, <br />and it is premature for the State to offer such a bill. Mr. Delay <br />felt it might be detrimental to the City's long-range interest and <br />may preempt local ability to plan for air quality. <br /> <br />Mr. Delay moved, seconded by Mr. Haws, that staff be directed <br />to express the City's concerns with the potential loss of local <br />control re air quality by bill introduced in Senate Trade and <br />Economic Development Committee.
